Budva: Political games help the collapse of the season

The Budva Democrats are directly to blame for the ineffectiveness of the Municipal Police and Inspection in the height of the tourist season in the fight against noise, which obstructed and canceled the recruitment of workers in that service so that it would be staffed for this summer.

This was announced to "Vijesti" from the office of the first man of Budva, Marko Carević, after the noise problem escalated in the metropolis of tourism.

Last Monday, the head of the Municipal Police and Inspection, Darko Čelebić, told residents of the Old Town and Gospoština, as well as representatives of the tourist industry in Budva, the worrying information that the service has no resources and that the situation is catastrophic, because there are only two authorized municipal police officers who can work, because two on sick leave, and disciplinary proceedings are being conducted against the third.

"The direct culprit for the inefficient work of the Municipal Police and the Municipal Inspection in Budva during the tourist season are the Democrats who obstructed employment in this municipal service. By submitting an application to the announced public competition for the election of the head of this service, as well as the filling of official positions, the Democrats' councilor club stopped the staffing of the service with the intention of ruining the tourist season and causing political damage in the election process. Obstruction, which has been the mantra of this entity's political activity since the first day, is now unconcealed because the application against the competition was submitted by a member of the Budva Municipality Assembly from the ranks of the Democrats", told "Vijesti" from Tsarević's cabinet in response to the question of how the Municipal Police and Inspection will be staffed because the peak of summer has already begun, and tourists and citizens point to the big problems they face every day.

According to Tsarević's cabinet, the Democrats have made it clear that their intention is to cause harm, not caring that the citizens will suffer the communal chaos they caused.

"Actually, with this, they created a collapse in the work of the service, because out of five communal police officers, only two are on duty, one is in disciplinary proceedings, while two are using the right to sick leave, which will be checked in the legal procedure and determine if there are political instructions in this. It is unimaginable that the member of the assembly and the political subject who promoted him in this undertaking, actually destroy the service and prevent the establishment of communal order. With this, the Democrats continued the practice of the Ministry of Public Administration headed by Suzana Pribilović, who refused to accept the municipality's request for the employment of an additional 10 communal policemen because Budva, as the most important tourist destination, needs an additional number of authorized officers. We see that there is a concerted effort on the scene to declare the tourist season unsuccessful in advance and that destruction mechanisms are used at all levels for this purpose. It is completely clear that the political activity of the Democrats in this way is directed against the development and prosperity of the city and that the culprits for the current problems in the city should be sought exclusively in their own ranks, who are trying in an organized way to destroy the tourist season for the sake of gaining cheap political points", they point out from cabinet of the first man of Budva.

The Administrative Inspector of the Ministry of Public Administration, Digital Society and Media canceled the advertisements for the recruitment of 17 new employees, both in the office of the President of the Municipality Marko Carević, and in the Municipal Police and Inspection and Protection and Rescue Service.

Democrats initiated an extraordinary inspection at the end of March, after four advertisements were published in order to prevent the Tsarević administration from hiring new workers in preparation for the elections.

The administrative inspector stated in the minutes after the inspection, among other things, that certain advertisements, those related to the recruitment of workers in the Tsarević cabinet, were published by an unauthorized person, that the Rulebook on internal organization and systematization was also made by an unauthorized person, that the decision to start procedure for filling a position is not in accordance with the Law on Local Self-Government. The same was established when it comes to the competition for the admission of workers to the Protection and Rescue Service and the Municipal Police and Inspection, where it is stated that the personnel plan for 2022 was not adopted, and that the procedure for filling the position was not carried out in accordance with the law.

Rađenović: It's not all in Komunalna, the Municipality is also to blame

The decision of the Municipality of Budva declaring the Old Town of Budva a quiet zone and the Law on Tourism are in conflict.

This, among other things, was said in Colors of the Morning by Ljubomir Radjenović from the Local Community "Gospoština".

Residents of the Old Town are trying to solve the existing noise problem in cooperation with the Municipal Police and restaurateurs. Rađenović states that they advocate compliance with the law and that they are absolutely satisfied with the legal framework that should be respected.

"Restaurants from whose establishments the problem was noted had a different argument and said that they do not like the legal solutions and that the 65 decibels prescribed by the Law on Tourism is low," said Radjenović.

He points out that in January 2019, the Municipality made a decision declaring the Old Town a quiet zone, which means that noise during the day should not exceed 40 decibels, and 35 in the evening.

"The Law on Tourism defines that the noise level at three meters from the hospitality facility can be up to 65 decibels. We, as citizens and representatives of the Ministry of Health, have agreed to abide by the Law and have given our wholehearted help to comply with it and develop the awareness of the restaurateurs", says Radjenović.

He adds that during the six meetings they came to something they did not know, because as he says, the core of the problem is not only in the Communal Police, which cannot enforce order.

"It is already in the process of issuing a work permit where we also have legal regulations. On the territory of Budva, there are 16 submitted applications for the issuance of a decision to perform live music, and you do not have a single issued decision. Another problem is that we have terraces that are located in places where it is not intended".

They are asking the Communal Inspection to ask the 12-20 contested premises of Budvi to present a report on noise limiters.

"From the Municipality, we only and exclusively communicate with the Municipal Police. We need strong institutional support for such an important issue, we as citizens cannot implement the Law without the support of the authorities. At the last meeting, we came to the conclusion that we no longer have support in the local self-government, and we approached several ministries," said Rađenović.
