The Center for Democratic Transition (CDT) called on the members of the Assembly not to adopt amendments to the Law on the Financing of Political Entities and Campaigns until the Constitutional Court pronounces on the constitutionality and legality of the amendments to the Law on Local Self-Government.
The deputy executive director of CDT, Biljana Papović, said that, in the event that the Constitutional Court cancels the controversial changes to the law, they would have to change the Law on the Financing of Political Entities again, that is, return it to its original state.
Papović believes that it would be irrational and would have a negative impact on legal certainty regarding the legal obligations of parties, municipalities, state authorities and other law-abiding parties.
"It is also important to know that the changes to this law are not only of a "technical nature" as we could hear these days, but also essential, because they reduce the scope of control over abuse of public resources," said Papović.
As she stated, the proposed amendments to the Law stipulate that prohibitions and restrictions on the use of public resources will be applied only from August 23, and not from the day the elections are announced.
"Thus, the proposer arbitrarily decided to count on the shortest possible duration of the campaign of 60 days, opening up space for abuse of state and municipal resources under the guise of the tourist season," said Papović.
According to her, since the parliament has not managed to improve the electoral legislation in any segment for almost two years of work, the CDT believes that it would be unacceptable to even take a step back and have worse rules than those that existed in the previous parliamentary elections.
"That's why another appeal to the Assembly to withdraw the changes to this law from the agenda of the upcoming session," concluded Papović.
