Today, Prava Montenegro submitted to the Constitutional Court the Initiative for constitutional review of "Zeta laws": the Law on Amendments to the Law on the Territorial Organization of Montenegro and the Law on Amendments to the Law on the Capital City, which were adopted yesterday in the Parliament of Montenegro.
As announced by Prava, the Initiative is submitted on the basis of Article 56 of the Law on the Constitutional Court.
"Namely, changing the boundaries of the electoral unit entails changing the number of councilors elected in the Capital, the number of signatures supporting the electoral list, as well as a number of other unconstitutional changes. Bearing in mind the fact that the citizens of Zeta have undoubtedly acquired the right to vote for the upcoming convocation of the Assembly of the Capital of the city, with the entry into force of the Law on Amendments and Amendments to the Law on the Territorial Organization of Montenegro before the scheduled elections, represents the most brutal violation of the voting rights of the citizens of Zeta, contrary to the Constitution and legal order of Montenegro," the explanation states, among other things.
In the explanation, they remind that the local elections in Podgorica were supposed to be held on June 19, within the established boundaries of the Capital City on the day the elections were scheduled, "so any subsequent redrawing of the boundaries of the electoral unit represents discrimination against those citizens who are denied the acquired right to vote and be elected in the upcoming local elections", adding that the rights of the citizens of Zeta are threatened in this way.
"In particular, we have a situation where the electoral unit as a whole is being changed, i.e. "split", and a number of citizens are prevented from exercising their right to vote, precisely in the election period, i.e. a little more than two months before the scheduled elections are held," he writes. , among other things, in the explanation.
