The parties of the former parliamentary majority agreed at yesterday's joint meeting in the Assembly to harmonize the proposals for the mandate for the composition of the Government and the new head of the parliament by the end of the week - "Vijesti" learns.
Sources of the newspaper, who attended the meeting, claim that the question of the political fate of the President of the Assembly Danijela Đurović is no longer an obstacle in the negotiations, because, as they explain, all MPs of the old majority, if a compromise is reached, will sign the proposal with the name of the candidate for the new leader of the parliament.
The Socialist People's Party (SNP) and the Citizens' Movement (GP) URA have repeatedly said that Đurović (SNP) should not be dismissed, while the Democrats do not give up on that demand, stressing that this is the only way to reset relations between the parties that are won the 2020 elections. Đurović, on the other hand, said that she would respect every agreement of the majority.
Despite the optimistic statements regarding the agreement, which were given yesterday, after the meeting, by some of the representatives of the former majority, "Vijesti" interlocutors say that they will be reserved about it until the election of a new government is certain.
President of the state Milo Djukanovic, according to the constitutional deadlines that run after the recent overthrow of the Government Dritan Abazović, has until September 19 to propose a representative.
President of the New Serbian Democracy (NSD) and one of the leaders of the Democratic Front (DF) Andrija Mandic he said that the agreement of the parties is to first elect the new leader of the Assembly and its leadership, and then the Government.
He stated that the parties will propose candidates for the most important positions on their bodies, and then an agreement on the composition of the executive power will be made. "The parliamentary majority of August 30, 2020 had a very successful meeting. There were constructive discussions, and we dedicated a good part of the time to the program of the future Government, especially the challenges it will face. The most important are the difficult winter, the issue of energy supply, salaries and pensions... We agreed that in the second part, related to the execution of the works and the people who should cover the functions, we will choose the best and most capable... There is a clear good desire and pure intention let's move forward," Mandic told reporters after the meeting.
Democrat MP Momo Koprivica, said that the "package" for the distribution of positions includes the new leadership of the parliament (with a new president), presidents of parliamentary committees, vice presidents, prime ministers, vice presidents and members of the Government, state secretaries, secretaries in ministries... He emphasizes that the parties have agreed to the focus of the new government should be on socio-economic and institutional issues.
"It was agreed to work on the principle that nothing is agreed until everything is agreed. After the methodological issues, there will be an acceleration in the dynamics of these meetings... At the last meeting, we accepted 100 percent of our colleagues' proposals, but 100 percent of our proposals were rejected. But we don't get angry and we don't blackmail, we continue with a constructive approach. The conversation is taking place in a good atmosphere, a certain step forward can be seen... We have an agreement that in the near future the talks will take place every day", he announced at the press conference.
Answering the question of whether the Democrats received a guarantee at the meeting that Đurović would resign, Koprivica said that this stems from the principle of resetting relations and the agreement that the representatives of the "old majority" signed on September 2.
"Since we all agreed that the subject of distribution is also the position of the President of the Assembly, it is clear that this function cannot be placed above the agreement. Leaving that position is a matter of respecting principles, not fighting against an individual or a party," he added.
Leader and representative of True Montenegro Marko Milacic, said that his party is satisfied with the continuation of the dialogue, as well as with the sequence of agreed steps. He emphasizes that the election of the new leadership of the Assembly opens up the possibility of a "fair agreement" on the Government.
President and deputy of the Workers' Party Maksim Vucinic, wrote on Twitter that the meeting was held in a cordial atmosphere, and that the parties agreed on the principles and goals of the Government's actions.
The meeting was attended by representatives of all the parties that made up the winning coalitions in the last elections. Both yesterday's and last week's meeting were initiated by Mandić.
In the agreement signed on Friday, which was proposed by the DF, it is stated that the principles of cooperation of the "old majority" are based on respecting the electoral will of the citizens expressed in the elections, and the goals remain the fight against corruption and organized crime and preventing any return of the Democratic Party. socialists (DPS) to power.
The new government, as written in the document, would remain committed to European integration, regional cooperation, as well as respect for all internationally assumed obligations.
The Democrats are asking for a continuation of the session on the dismissal of Đurović
Deputies of the Democrats sent a request to the Assembly for the continuation of the session where the decision on the dismissal of Đurović should be taken.
That session started on Friday, but at the request of the DF, a break was given.
"Holding a session of the Assembly where the dismissal of Ms. Đurović would be discussed and voted on or her resignation at the said session, after which Ms. Branka Bošnjak would take over the presidency, would unblock the implementation of the agreement concluded on September 2. Otherwise, the Democrats will consider that the announced meetings are of a farcical nature with the aim of preserving Đurović in the position of the President of the Assembly, in the same way as the 43rd DPS Government wanted to preserve... We appeal to all signatories to ensure compliance with both the current regulations and and agreement, and that we commit ourselves responsibly, directly and with good intentions to the implementation of the agreement that explicitly defines the election of the new leadership of the Assembly and the new government, as well as the resolution of the complex crisis", it is stated, among other things, in the request of the Democrats submitted to the Assembly.
