The Administrative Committee of the Parliament of Montenegro established a proposal for a decision on the appointment of the Zeta Municipal Electoral Commission, which will be declared by the Assembly.
The committee proposed to the Assembly to appoint Nela Andušić (DPS) as president of the Zeta municipal election commission, Miloš Kavarić as deputy president, Tijana Trifunović as secretary of the commission, Nada Ulićević as member, Jasmina Vujačić as deputy member, Veljko Kostić as member, Milica Kaluđerović as deputy member, Marina Stanović for member, Anđelija Otović for deputy member, Pavle Cavnić for member and Tomica Knežević for deputy member.
The proposal was supported by MPs from DPS, SNP, GP URA, BS, SD and Democrats, while DF abstained.
The president of the board, Suzana Pribilović, proposed that the members of the board, as authorized proposers, initiate an extraordinary session of the Assembly for September 22, which the board supported with seven votes.
Last week, the Administrative Board of the Parliament of Montenegro asked the parties, which have representatives in the current local parliament of the city municipality of Golubovci, to submit proposals for the Municipal Election Commission (MEC) of Zeta, where assemblies are held for the first time on October 6, by September 23. and in another 13 municipalities.
The Democratic Party of Socialists (DPS) nominated Nela Anđušić for MEC president, Miloš Kavarić for deputy president, Nada Ulićević for member, Milica Kaluđerović for deputy member and Jasmina Vujačić for deputy member.
The civil movement URA proposed Anđelija Otović as a deputy member, and the Social Democrats Veljko Kostić as a member of the MEC.
Democratic Montenegro proposed Marina Stanović as a member and Tijana Trifunović as secretary of the MEC.
The Democratic Front proposed Pavle Cavnić as a member and Tomica Knežević as a deputy member of the MEC.
The president of the commission is appointed from among the electoral list that won the most mandates in the previous elections - in this case, it is DPS, and the secretary of the MEC is from the opposition.
On August 16, the Assembly adopted amendments to the Law on the Territorial Organization of Montenegro and the Law on the Capital City, which gave Zeta the status of an independent municipality. The law entered into force on August 22.
Momo Koprivica (Democrats) said that on the basis of the law on postponing elections, which is unconstitutional, the rule of all political parties that are in power in 12, or 14 municipalities, if you also take into account the two cities on the Primorje, which are in state of forced administration.
"It is impossible to exercise the right of citizens to vote and be elected. Those assemblies of local self-government units function without a legal mandate and all these decisions are debatable, both from the aspect of formal legality and the aspect of democratic legitimacy".
He said that the situation is similar with the Laws on Zeta, which entered into force, and are contrary to the Constitution.
"Because they led to the collapse of the principle of the rule of law... We have a situation where in the middle of the implementation of election actions and after the announcement of the election, for the first time we are forming the MEC Zeta and its permanent composition, instead of all these bodies being constituted before the announcement of the election".
He said that the decision on the number of councilors who will be elected in those elections was made after the election was announced, because the territory and size of the electorate have changed since the election was announced.
Vladimir Martinović (Democrats) said that he considers the entire process surrounding the formation of the Municipality of Zeta "legal tyranny and usurpation".
"A number of standards that should have been respected were not respected, legal and constitutional regulations were not respected, and all with the aim of preserving a political entity with coalition partners by force to shame, so that they continue to exercise power in the capital with this electoral engineering," he said. Martinovic.
Ljuiđ Škrelja (DPS) asked if they are there to stop the process or to help the started processes to develop as they started.
"This working body should also do its job and let the judicial authorities do their job," said Škrelja.
Koprivica said that, considering the procedures, the MEC Zeta can be formed on September 22 at the earliest.
"We have already had an independent municipality and called elections for 15 days, and the citizens cannot submit electoral lists and will not be able to for at least another 15 days," said Koprivica.
Dragan Bojović (DF) said that it is unfair to revoke the right to a "double vote" for the citizens of Zeta, stating that this is direct electoral engineering.
"Which we from DF and DNP believe is directed against Milan Knežević, who was an informal candidate for mayor...".
