Member of Democratic Montenegro in the Kolašin Municipal Assembly (SO) Vladimir Martinović asked the Kolašin executive "if they know what happened to the million euros promised for Kolašin by Prime Minister Dritan Abazović in the technical mandate, because there is no such money in the budget rebalancing".
At yesterday's session of the Council of State, he stated that "Abazović misled the citizens of Kolašin".
Martinović also asked the president of the Municipality of Kolašin, Marta Šćepanović, "whether, during the intensive asphalting of village roads, there is discrimination against some locals these days."
"It doesn't bother me that you put all the machines into operation, it will not determine the election result. Do you think that everything is done equally and properly? Are Arshinas equal, are all citizens equal?", he asked.
Šćepanović explained that "the Prime Minister's statement caused confusion among the citizens".
"In the local communities, people ask us how come we don't have money, and a million euros was transferred to our account. Of course, it was not promised to Kolašin or, as far as I know, to any other municipality. But it is in the drafting of the budget rebalance of the Municipality received an act from the prime minister's office asking which projects, in our opinion, should be included in the capital budget. We proposed infrastructure for MOSI and Boško Rašović Street. However, those projects were not included in the rebalancing," she said.
The funds necessary for asphalting, Šćepanović said, were obtained from the Public Works Administration, which is around 100.000 euros.
She clarified that the tender procedure took a long time, and the contract with the contractor was concluded on August 10.
Due to numerous jobs in Montenegro, she claims, the contractor arrived in Kolašin late, so the asphalt is being paved at this time.
"Here, the season for roads and asphalting lasts two or three months, so we can't choose the time. We try to repair everything as soon as possible. The municipality of Kolašin has over 500 kilometers of roads. There are machines in the field, yes, asphalting is being done, we can't choose the moment when we will work, because life does not stop because of the announced elections. We seize every beautiful day... We have data that anyone was discriminated against, we set priorities based on the needs communicated by the local communities. Everything is transparent, and I can offer all the documentation on insight," she said.
Šćepanović thanked Martinović for the amendments to the budget rebalancing, which provided part of the money for the implementation of the Ulica Boška Rašovića project and sports infrastructure.
