How the DPS in Tivat led the "safe voice" project: They didn't leave the sick to chance either

Police inspectors, officers in the Army, municipal officials, citizens on temporary work abroad, but also the targeting of the elderly and sick - all of this is on the list of voters that the Democratic Party of Socialists led in Tivat for their safe votes, about which "Vijesti" and previously wrote based on unofficial information.

On that list of safe votes, which was found in the computer after the change of government two years ago, is also the longtime Chief of the General Staff of the Army, a retired admiral. Dragan Samardzic.

It is the document "Fourth assessment - finally - August 2020" which was led by the champions of the Tivat DPS before the local and parliamentary elections in 2020, which was also spoken about by the then-elected president of the municipality. Željko Komnenović.

The document, in the form of an electronic Excel table, remained in the memory of the computer used by the former mayor of Tivat in his cabinet. Siniša Kusovac. Confirming its authenticity, this document was provided to "Vijesti" by a source close to the Tivat DPS, who emphasizes that the table proves that they voted for that party while it was in power, but also "trained" other people to vote for the DPS, many prominent local officials, directors of local and state institutions, members of the Police Administration and the Army of Montenegro. According to the Constitution and the law, the army and the police should be depoliticized institutions in which party activity is prohibited.

In the meantime, the authenticity of this document was confirmed to "Vijesti" by two other independent sources from the ranks of activists and members of the Tivat DPS.

"Fourth assessment - final - August 2020" contains the names and surnames of all voters who were registered in the voter list in Tivat for the parliamentary and local elections in August 2020, sorted by polling station. The document also contains data on the dates of birth of all those citizens, phone numbers of each voter for whom the DPS Tivta assessed that their so-called "safe voice", or the name of a party activist who is obliged to contact and "guide" the voter in question.

Among the DPS activists who are in charge of working with "safe voters" are the names of numerous former leaders of local and state institutions or public officials: from the then mayor Siniša Kusovac, through the MP and the president of OO DPS Tivat Jovanka Laličić, media adviser to the President of Montenegro Andrijane Vukotić, then head of OB Tivat Dragan Kontić, Tivat police inspector Novak Ćeranić, deputy station commander Duško Obradović, until the then Municipal Secretary for Youth, Sports and Social Affairs Darke Ognjanović.

Then the former secretary for urban planning Tamara Furtula, chief administrator of the Municipality Marija Sijerković, then head of the Municipal Directorate for Inspection Affairs Jovica Stojkovića, former director of the Communal Enterprise Tonka Lukšić and the then director of Komunalno Vlada Đukić, director of the Parking service Celebrating Ognjanović, president of the Association of Egyptians Jaffer Brahimi and member of the Board of Directors of Luštica Development and former Minister of Tourism Predrag Nenezić.

A controversial local businessman is on the list of DPS activists who need to hold talks with certain confident or wavering DPS voters. Rado Gago Arsić and his cousin, also a businessman from Tivat Marko Glavočić, as well as entrepreneurs close to DPS, brothers Snowy i Željko Kovinić.

Among those who were given party duties to contact and process some voters are the spouses of two prominent members of the OO DPS Tivat - retired high-ranking operatives of the National Security Agency Žarko Laličić i Marko Jovićević. The table through the symbols "+" and "-" contains multiple assessments of whether each of the registered voters in Tivat will vote for DPS in the parliamentary and local elections, as well as additional special letter designations: "A" (abstain), "I" - (foreign), "P" (potential), "R" (conversation with voter), "N" (not interested or unknown commitment)....

Those citizens who, according to the assessment, will vote for the DPS of the close parties SD, SDP and HGI, as well as those who are, without a doubt, the "hard" opposition, are marked. Citizens who are absent from Tivat, temporarily live and work abroad, or are seafarers who cannot be expected to be in town at the time of voting are also marked.

There are also examples where information was entered on whether any of the voters participated in the rallies, whether they were "pro-Montenegro-oriented", as well as protected personal data about some citizens, such as their state of health or nationality, and whether someone needs a passport or other administrative service from the state apparatus.

Among the voters who are marked as "safe votes" of the DPS in the records, there are also some citizens of Tiv in high positions in the defense system - among others, the then military envoy of Montenegro to NATO in Brussels and the former long-time chief of the General Staff of the VCG, admiral Dragan Samardžić, frigate captain Yusuf Jonuz who in 2020 was the acting commander of the Croatian Navy, and the current acting commander of the Navy, frigate captain Dragan Jevtović whose wife is listed as one of the party activists in charge of processing a large number of voters.

Dragan Samardžić is on the list under serial number 8.557, with a note that he is voting at polling station number 15, that he has been interviewed and that it is a "safe vote". It is interesting that in the DPS document he is more closely described as a "former admiral" even though Samardžić was still in active military service with the rank of admiral at the time of the elections in August 2020.

At the beginning of the year, he was taken care of by the former Minister of Defense Olivera Injac sent her into retirement, after which Samardžić became active on social networks and in the public, fiercely criticizing the former Prime Minister's Government Zdravka Krivokapića and current Dritan Abazović, the former Minister of Defense and political dissidents of the DPS, and publicly advocated the formation of a "new, real Montenegrin party".

These days, on social networks, he is continuously attacking the current local government of Tivat, which consists of the civil lists NP., BF and GB, especially targeting the mayor Željko Komnenović (NP) and his closest associates.

The retired admiral calls them out for the abuse of administrative resources for political purposes, bad or allegedly illegal work, alleged Serbian nationalism and serving the interests of the Serbian Orthodox Church and Russia, while on the other hand, Samardžić, in his public statements, openly supports DPS and SDP. "My support for leading Tivat will be given to any list that unequivocally represents the following positions: Russia is the aggressor; Crimea, Donetsk, Luhansk, Zaporozhye and Kherson are Ukraine; Srebrenica is genocide; Boka is from Kotor, that is Montenegrin; A mural of Amfilochius has no place in the city," the recently retired admiral announced on Twitter.

Voters were checked through "Zavičajac"

In some cases, next to the name of the voter (most often from the Roma-Egyptian population) it is written that they are abroad - Germany and that they need to pay travel expenses to come to Tivat and vote in the elections. In several cases, the association "Zavičajci" was mentioned, through which a voter should be checked or an attempt should be made to influence him to vote for DPS. Also, there are examples where for voters who the DPS is not sure that they will vote for, the mentioned recommendations are that they should still be talked to and notes about their employers through which voters can be influenced, such as "Pošta Kotor", "Police", "Vodacom "Porto Montenegro-hygienist" or "former member - JOB".

Some elderly fellow citizens were also singled out for whom it was stated that they would vote by letter and certain activists through whom it should be carried out, although some of these voters were also indicated as "sick - dementia".
