In nine of the 14 municipalities where local elections will be held on October 23, the number of voters increased, of which more than 16 were due to a change of residence alone.
According to the latest data from the Ministry of Internal Affairs (MUP), 349,5 thousand citizens have the right to vote in local elections, which is almost four thousand more than in August 2020, when the parliamentary elections were held.
Citizens will elect councilors in Podgorica, the newly founded municipality of Zeta, Bijelo Polje, Bar, Pljevlje, Rožaje, Budva, Danilovgrad, Tivat, Plav, Kolašin, Žabljak, Plužine and Šavnik.
In almost all of these municipalities, the MUP registered an increased number of residents based on a change of residence, especially in Šavnik, where 573 voters moved. Due to suspicion of election engineering and abuse of voting rights, MUP officials submitted the documentation to the prosecutor's offices in Nikšić and Bijelo Polje.
V. d. director of the Directorate for Administrative Affairs, Citizenship and Foreigners in the MUP Radovan Popovic he said yesterday that 1 people have moved to Šavnik since July 337 until now and "there is no doubt that it is electoral engineering". "If we take into account the level of development of Savnik, these figures cause doubts even among laymen," said Popović at a conference on local elections organized by the Center for Civil Liberties (CEGAS).
He said that most people came to Šavnik from the municipalities where the elections were completed, most of them from Nikšić - about 250.
He said that the MUP will not turn a blind eye to these abuses, even though the law does not prohibit a change of residence and that field checks are provided for foreigners only during the first change of residence.
According to new data from the MUP, there are 1.968 voters in Šavnik, which is 350 more than in the parliamentary elections.
39.854 voters were registered in Bar, 431 more than in the parliamentary elections. There are 1.458 newly registered voters.
18.783 voters were registered in Budva, 703 more than in August 2020. By changing their place of residence, 1.633 citizens acquired the right to vote in Budva.
The number of voters in Danilovgrad is 13.179, which is 2020 more than in the 65 elections. That municipality received 861 new voters based on a change of residence.
The total number of voters in Plav is 9.364, which is 152 more than in the parliamentary elections. By changing their place of residence, 322 voters moved to that city.
There are 143.523 voters in Podgorica, which is 3.191 more than in the parliamentary elections, while 22.806 voters are registered in Rožaje, 271 more than two years ago. Based on the registration of residence, 605 citizens received the right to vote in Rožaje.
There are 11.993 voters in Tivat, 185 more than in August 2020. 664 voters moved to that municipality from other places.
There are 12.524 voters in the newly formed municipality of Zeta, 189 more than in August 2020.
676 voters moved to Zeta from other municipalities.
There are fewer voters in Bijelo Polje, Kolašin, Pljevlji, Plužine and Žabljak.
Executive Director of CEGAS Marija Popović Kalezić she said that we should think about how to solve the problem of residence conditions due to numerous abuses of voting rights.
According to her, the big problems are the non-implementation of legal solutions and the existence of several laws concerning electoral legislation, their inconsistency, resorting to political elites to change laws at a time of crisis without taking into account the collapse of the Constitution and laws.
Vujović: The solution is elections in one day
The President of the State Election Commission, Nikola Mugoša, said at the CEGAS conference that the reform of the electoral legislation is a long way off and that there can be no epilogue for this electoral process, and the question is whether it can be had until the regular presidential elections.
Zlatko Vujović from CeMI said that the problem of voters moving can be solved by holding all local elections in one day. He reminds that voter lists are a big problem in Montenegro, but not exactly because of what people often think - duplicate voters. "There is no such thing. There is a problem with the non-updated administration of the deceased, predominantly outside Montenegro. For example, if someone is on the voter list of Montenegro, but died in the USA. The authorities in the USA were informed, but not in Montenegro, unless it is necessary due to the probate procedure".
He added that another important problem is illegally registered voters on the basis of illegally obtained dual citizenship, of which there are many.
