Suzana Pribilović, deputy of the Democratic Party of Socialists (DPS) in the Parliament of Montenegro, announced that the proposal of Prime Minister in technical mandate Dritan Abazović to dismiss the ministers Raško Konjević and Ranko Krivokapić is his latest shameless attack on the legal order of the state of Montenegro.
"Precisely, in accordance with the provision contained in Article 110 of the Constitution of Montenegro, the mandate of the Government of Dritan Abazović has already ended, with a vote of no confidence in the Parliament. This further implies that the initiative to renew the 'termination of the mandate' of certain ministers is a notorious legal nonsense," she stated in the statement. DPS.
She added that Abazović continues to push the boundaries with this charlatan move.
"The outgoing prime minister manifests his subversive attitude towards the institutions by undermining the constitutional order," she says.
He says that the very procedure of sending such a proposal to the parliament, which voted no confidence in his government, is a consequence of Abazović's synergy of ignorance, incompetence and malice in relation to the positive legal regulations of our country.
"According to all the rules of parliamentary democracy and the constitutional and legal order of Montenegro, this desperate move by Abazović is legal and political nonsense. It is a classic nonsense and undermining of the political system," Pribilović pointed out.
Pribilović also says that additionally, by interpreting Article 110 of the Constitution, it can be concluded that this government has only one task - to continue the work of the Government until a new one is elected.
"Thus, despite the colloquial usage, there is no so-called technical mandate of the Government. This leads us to the unequivocal conclusion that a matter of democratic and political culture is the manner in which the Government, whose mandate has ended, and thus its legitimacy, exercises power on behalf of the citizens, as the original bearers of sovereignty, and performs only unavoidable, technical tasks. This is especially true for the Government whose mandate has ended, not for any other reason, but because of a vote of no confidence," Pribilović believes.
He says that the outgoing prime minister without dignity and, most importantly, without legitimacy, with all the affairs of which he is an actor, is trying to shock the domestic and international public in this way.
"Clearly sending the message that he is ready for anything, even trampling on the Constitution, in order to protect himself and try to cover up his role in the latest scandals," Pribilović concluded.
