He pointed out that Bar has a continuity of successful development, saying that this is "a consequence of quality management" of that municipality.

"It is not by chance that Bar is so developed today and it is not by chance that it is on the list of the most developed municipalities in our country. It is the result of continuous successful management of this city. The Democratic Party of Socialists, together with its coalition partners, gave a decisive stamp to that bar success. The president of the DPS assessed that Montenegro is "on the verge of a major political upheaval" and that early parliamentary elections are approaching, where, as he believes, the coalition of which the DPS is a part, "together with its traditional coalition partners", will take responsibility for the future economic and democratic development of the state. He also emphasized the importance of the victory in Bar.

"On the way to that very important achievement for the future of our country, a victory in Bar in the local elections on October 23 is crucially needed. "Fortunately, we can say that they did not succeed in this. They failed thanks to the extremely responsible attitude of the state-forming opposition. That is why today we can proudly say that despite the demolition by the current ruling majority in Montenegro, supported by regional and some more distant addresses, despite this, Montenegro is still an independent and sovereign, internationally recognized country, Montenegro is a country of civil character and multi-ethnic, of multi-religious, multicultural harmony, Montenegro is a member state of NATO, Montenegro is a leading state in the process of negotiations with the EU and without any doubt the first and next member of the EU", said Đukanović.

The president of DPS also spoke about the "disastrous work" of the previous two governments.

"In just two years, they managed to threaten the vital national interests of our country. From a country with stable public finances, they created a country that is now on the verge of financial bankruptcy. From the most dynamic economy in South-Eastern Europe, they have today created an economy in which numerous companies have been shut down, in which successful investors have been dispersed, in which all people who have started doing business or who were preparing for business have been discouraged. They managed to turn the functional state of Montenegro, which was recognized as such on the European political market, as a country that made timely and smart decisions, into a state in which you do not have a single institution that is in regular condition. You have a government that has lost confidence, you have a parliament in which no one can know who is the majority and who is the minority, you have forced administration in important municipalities, for example, such as Budva and Tivat, you have the Constitutional Court, which unfortunately has only three judges and is not in unable to even hold a session, let alone make decisions, you have the State Prosecutor's Office which has been in an acting state for years, you have the Supreme Court in an acting state, you have a half-hearted Judicial Council, you have a very ruined, security system of Montenegro. These are the effects of their household in the country during these two years", said Đukanović.

He said that the political competitors of DPS are afraid of the elections, and that they "ran away from the field, because they know they are in the minority."

Đukanović emphasized the importance of the elections themselves and the importance of "the very moment and the coming period that our country is facing".

"These are serious challenges for our country and for our society, that's why we need a serious host, that's why we need serious management of our country, that's why I told you we must no longer respect the day, we must no longer leave the possibility to adventurers and people without the slightest knowledge, without the slightest experience, without the slightest good intention to waste chances, to ruin chances and to endanger the certain European future of our country", Đukanović concluded.

The President of the Municipality of Bar, the holder of the list, Dušan Raičević, said that the electoral program of the competitors of that coalition in Bar mainly contains projects that are included in the strategic plan of the Municipality adopted in 2020.

"To make the irony even greater, those who, for more than 160 days of participating in the government, did not contribute to correcting the injustice towards our fellow citizens, who were allocated only 52 euros per capita from the capital state budget, are talking about it the most.
