The leader of the Democrats, Aleksa Bečić, said that if the Government does not declare Monday, November 14, a non-working day, on the occasion of Njegoš's Day, which is celebrated the day before, on Sunday, he will amend the Law and instead of one day of celebration, foresee two.
According to the Law on State and Other Holidays, Njegos Day is celebrated for one day, on the day of the holiday. Amendments to that law, which declared November 13 a cultural holiday, were proposed by the Democrats last year.
"Today is already Thursday and we are nearing the end of the working week, and the citizens of Montenegro, the workers, do not have an answer to the question of whether Monday is a non-working day, bearing in mind that the Day of Njegoš's birth, November 13, which we established last year by law as a holiday, falls in Sunday.
"On Monday morning, we had a polemic here after the confusing announcement of the Ministry of Labor and Social Welfare, which opened up certain questions. As you remember, you as the President of the Assembly agreed with us MPs and we made a unique appeal to the Government of Montenegro that on the basis of the Law there is enough space to interpret that Monday is a non-working day, and do so and correct the initial announcement of the Ministry of Labor and Social Welfare. You, as the President of that day, also undertook the obligation to communicate with the Prime Minister and colleagues from the Government, and to once again convey and that appeal of the highest legislative chamber in the land.
"Believe that the citizens are confused, we are faced with these questions every day, and today, when Thursday is near the end of the working week, we still do not have an answer to that question, because as far as I am aware and as much as I have detected, after the announcement of the Ministry of Labor and Social Welfare there was no other public address on behalf of the Government of Montenegro.
"I don't want to threaten, politically, of course, but I want to remind you that at that time, as the proposers of the Law - let me remind you again - we accepted a compromise that instead of two non-working days, as other holidays are celebrated in accordance with our Law on State and Other Holidays, Njegošev's Day birth, the needs of the economy, impact on the budget, income generation and everything else will be celebrated with a non-working day. Do not let us end the celebration in the first year when Njegoš Day is celebrated in such a way that the non-working day will be Sunday, as we were informed by the Ministry of Labor and of social care, and Sunday is already a non-working day in Montenegro in accordance with other legal regulations.
"If that happens, if the government turns a deaf ear to the appeal of all deputies, you as the president of the Assembly of the highest legislative chamber, rest assured that the proposal for amendments to that law is ready, and if that happens on Monday, we will process the amendments to the law on state and other holidays and we will return the original solution, as it should have been initially, two non-working days, I believe we will adopt it by the end of this month or next month. And the next day and every subsequent day of Njegoš's birth will be celebrated with two non-working days.
"For the last time, I really benevolently warn and invite the Government of Montenegro, because there is enough space regardless of different interpretations, there is space if there is a will to interpret that this Monday is a non-working day, because November 13, the day of Njegoš's birth, falls on a Sunday." announced Becic.
