Deputies of the Club of Deputies "Crno na bijelo" Miloš Konatar and Srđan Pavićević proposed the introduction of new titles of medical specialists and veterinary doctors in the public sector.

They submitted to the procedures of the Parliament of Montenegro a proposal for a law on amendments to the Law on Salaries of Public Sector Employees, which foresees changes in Article 22 so that new titles of specialist in medical genetics, specialist in medical psychology, specialist in medical biochemistry, specialist in medical of physics with a predicted coefficient of 19,02, and in job group C a doctor of veterinary medicine with a predicted coefficient of 15,99.

Pavićević said that the reasons for the adoption of this law lie in the "shortcomings of the existing law", which treated only basic academic training in medicine, not considering the possibility of further narrow training in related academic sciences.

"Which in the end end with the knowledge and title of specialist in the mentioned fields, which is fully equivalent to the title of specialist in the mentioned field, which he became after graduating from the Faculty of Medicine," he explained.

As he said, a specialist in medical genetics in terms of these changes means a graduate of the Faculty of Biology with a specialization in medical genetics or a medical faculty with a specialization in medical genetics for a duration of three years.

According to him, a specialist in medical psychology in the sense of these changes implies a three-year specialization at the medical faculty. Specialists in medical biochemistry in the sense of these changes imply four years of specialization at the Faculty of Medicine. Specialist in medical physics in the sense of these changes means a three-year specialization at the Faculty of Medicine.

"The fact that the aforementioned professionals in most cases form a homogeneous and harmonic team dedicated to treating patients with the same duties, responsibilities and responsibilities, we see no reason for them to be discriminated against in terms of personal income and coefficient," says Pavićević.

In accordance with the changes, Konatar explained that the title of doctor of veterinary medicine is acquired by a person who has completed the Faculty of Veterinary Medicine for a duration of 12 semesters, an almost identical study program as a doctor of medicine and at the end acquires the title of doctor of veterinary medicine, but the existing law does not recognize them.

"In the public sector, they are employed in the Directorate for Food and Veterinary Safety, Veterinary Sector, Departments: Animal Health and Welfare, International Transport, Veterinary Medicines and Residues, Veterinary Inspection, Specialist Veterinary Laboratory, Institute for Medicines and Medical Devices. Which means that carry out credible and competent control and supervision of food production, distribution and storage, and among other things, the spectrum of their work includes monitoring the movement of infectious diseases, creating and implementing programs for monitoring, controlling and suppressing infectious diseases of animals, creating vaccination programs, creating decisions on the quarantine of imported animals , harmonizing regulations and rules with European legislation," announced Konatar.

The announcement adds that there are currently around thirty employees in the public sector with this title, and taking into account that Montenegro does not have this faculty, "there is a severe shortage of staff at the level of the entire country".

Konatar emphasizes that improving the working conditions of doctors of veterinary medicine in the public sector, primarily by increasing the basic salary and income, potentially solves the lack of professional and trained personnel that Montenegro needs.

The club states that it is necessary to continuously work on improving the working conditions and living standards of doctors, as well as all deficient professions, while improving the quality of legal solutions, which often follow the form and not the essence of the problem.

They also appeal that, in the direction of increased sensibility of decision-makers, they contribute with their attitude to the erasure of any discrimination among employees in the public sector, especially in medicine and healthcare, who, as we see, complete identical narrow specializations and deal with the jobs and tasks of the secondary in an identical way, that is of the tertiary level of health care.
