The number of state secretaries it appoints, whose number has grown to 19, proves that the government is abusing its powers, Vladimir Martinović, vice president of Democratic Montenegro, believes.
"Since the law does not clearly determine how many state secretaries are necessary and allowed to be appointed, Marković satisfies the political appetites of his coalition partners and his own party. Marković is obviously good with his words and his mouth is full of various reforms, but his reforms are in the greatest number cases, the impoverished citizens of Montenegro pay the price. It is clear that Marković, while tightening the belt for the people, is slandering the party soldiers and henchmen. From this, the conclusion can be drawn that he and the government he leads are continuing to strengthen the party, not the legal and European state." says Martinović.
He asks the question: how is it that in addition to ministers, assistant ministers and directors of various directorates, the Government and ministries need so many state secretaries.
"The effects of their work are clearly seen only by Marković and the party he belongs to. Their number has increased three times in the last four years, which is absurd. The public must be held accountable, or at least, if he has a grain of political responsibility, Marković should say what they are. their responsibilities and obligations, and to deliver the effects of the alleged work for which they are heavily paid by taxpayers. If Marković does not do this, along with a detailed report of their work, it is clear that state secretaries are mostly budget parasites who only burden the already overburdened state budget . There are rare exceptions, like Mrs. Marina Vujačić, who justify the position they are in with their commitment, professional and moral qualities."
Martinović adds that Marković must know that double arcs never gave good results.
"Public finances are unstable, and he and his government increase their fees for participating in various commissions and boards, and award bonuses on various grounds. This is far from European standards and values. It is obvious that Marković will direct the reforms he announces in the state administration towards ordinary workers and officials, which is a well-known method to him, while, on the other hand, he will reward party henchmen with more than 1000 euros each for idleness. Just as he hit mothers and the poor, he will soon hit them most vulnerable in the state administration. While on the one hand the number of employees in the public administration is constantly growing, on the other hand the number of employees in the economy is decreasing. This is an indicator that this government has no ideas for the development of the economy, for the development of small and medium-sized enterprises, but the only thing it knows is to give the party soldiers a good footing in the state manger," the statement added.
"The best result of the performance of such a policy is the data on the situation in the north, where everything is devastated and destroyed. It is not difficult to conclude that this, like the previous government of his party leader Đukanović, is leading a wasteful policy in which personal and party interests come first, not general interests. so it is safe to say that this is the Government of the continuity of the collection of state money and resources", concludes Martinović.
