Abazović: Adžić's visit to Kiev is a response to the propaganda that it has deviated from the European path

Prime Minister in technical mandate Dritan Abazović said today that the visit of the Minister of Internal Affairs and the head of the Ministry of Defense, Filip Adžić, to Kyiv is a response to the propaganda that has followed the current government since its formation - that it has deviated from the European path and that other interests are its priority.

"Well, I would just like to ask - whose prime minister and defense minister were visiting Kyiv for a short period of time? We will also make a donation, but more on that later... There were combat operations there last night, but everything is okay with our delegation. They will return during the day or tomorrow morning," said Abazović at the Government session.

The Prime Minister visited Kyiv in mid-June.

"The government will help the cities where disasters happened"

Speaking about the heavy rainfall that resulted in flooding in several cities, Abazović said that a lot of material damage was caused, and that the only good thing about it was "filling the reservoirs" for the energy sector.

"Major material damage and major infrastructural problems have been caused, especially in the north, but also in other parts of the country. Just as we are not responsible for the fact that the weather has been good so far, we cannot have too much responsibility for this either. The government will, in accordance with its capabilities, to help the local administration where a major disaster has occurred. I appeal to the citizens that when they see that the orange meteo alarm is on, to remove the part of the property that is under attack. Also, to be careful in traffic when the meteorological situation is tense, not to mention dangerous." , he added.

"Who cares about the European way, will vote for the election of US judges"

Reminding that on November 28, the parliament will vote in the second round for the election of judges of the Constitutional Court (US), Abazović said that he would like all four proposed candidates to be elected, and at least one.

"Who cares about the European road, has the opportunity to vote. Responsibility should be taken for the decisions that are made," he said.

"The heating problem has nothing to do with this Government"

Speaking about the problem with heating in some schools, Abazović said that it has nothing to do with the Government, but with budget planning for last year.

Presenting the Proposal for a Decision on Amending the Decision on Special Allowance, which foresees a 30 percent allowance for almost all officers in departments and groups of the criminal police, the Prime Minister said that it is about salary allowances for people working in the Special Police Department (SPO).

"It was completely irrational, given that they were a displaced unit, for them to be displaced and out of increments or to have increments that are not adequate. That's not right if we understand the scope of their work and the level of risk that their work carries. What we can do is to increase their fees, to give them a special allowance, to give them all logistical support, to arrange with the Ministry of Justice to relocate, as the minister (Marko Kovač) has said many times, to new premises in the old government building. This support is completely justified. It will be continued in relation to the Special State Prosecutor's Office (SDT) and the General Prosecutor's Office, but also in relation to the people who do the most complex jobs... Whatever these people receive, I think it's little," said Abazović.

Minister without portfolio Zoran Miljanić said that people who are engaged in "such a difficult and dangerous job" must be provided with conditions for work, but also for a decent life for them and their families.

"I believe that they should receive a 60 percent increase, the same as the special prosecutors received," he added.

Marović: In the old negotiation structure, there were more than 700 members in the working groups

At today's session, the government discussed proposals for decisions on the formation of negotiation working groups for the preparation and conduct of negotiations on the accession of Montenegro to the EU for chapters 1, 2, 5, 6, 7, 8, 19, 20, 22 and 28.

The Deputy Prime Minister and Minister of European Affairs, Jovana Marović, said that the Government is obliged to renew the negotiating working groups.

"Previously, we established working groups for chapters 23 and 24. The goal is to have a smaller number of working group members, to have one representative from each institution and for him or her to coordinate the process within that institution. After ten and a half years of negotiations with the EU, the goal is to have the smallest and most efficient negotiation structure possible. In June, we renewed the call for the non-governmental sector, and there was interest in five negotiation groups... In the old negotiation structure, we had over 700 members in working groups, and the goal is to come to 400-450. The goal, therefore, is to have a more rational and efficient negotiation structure," she stated.

Minister of Labor and Social Welfare, Admir Adrović, said that he believes that representatives of social partners should be included as permanent members in all negotiating groups.

"I particularly insist that the social partners be included in the chapter 19 working group," he added.

Abazović: Start procuring at least one new helicopter

Presenting information about the situation in the Air-Helicopter Unit, State Secretary in the Ministry of Internal Affairs (MUP) Mersudin Gredić said that during this year only one plane was operational, and that it was "overloaded".

"It had 265 take-offs, with over 90 hours of flight time, and released 790 tons of water. The situation this year was not so great, but that is not the fault of this government, but rather an inherited problem. In order to prepare for the next fire season, the MUP is trying to awaits the next season much more prepared. We have devised a set of measures and activities that the MUP is already undertaking, in order to have five operational aircraft by June 2023 - three 'Air Tractor' planes and two helicopters. We will propose through the form of conclusions that the Administration for Cadastre and State obligates the property to enter into the public sale of five aircraft, the use of which has ceased to be necessary due to obsolescence, i.e. wear and tear of the equipment. For example, this equipment is 30 to 50 years old, and the repairs of those aircraft exceed their cost price. The repair of one helicopter costs one million euros. If these measures are bearing fruit, we will be ready for the next fire season. We have budgeted over two million euros for these activities and we think it will be enough for our fleet to be ready to fight potential fires," Gredić pointed out.

He also stated that it is necessary to strengthen the personnel capacities of the Air-Helicopter Unit.

Prime Minister Abazović said that it is important to talk about the condition of the fleet now, because, as he stated, no one mentions the issue of equipment until the fires happen.

"We have to procure at least one new helicopter. We have already talked about it with the Ministry of Interior and the Ministry of Defense (MoD). That helicopter would be bought on credit, probably also on leasing. The problem we noticed is whether it can be it will be delivered before the fire season of 2023. May or may not, we should go for what you stated. Let's conclude the contract, and if not for that season, to be delivered in 2024. A multi-functional helicopter that can fight fires is needed , to transport the sick, to go on rescue operations, to have night filming... That's something we have to buy. We can't expect a helicopter from 1972 to perform its tasks safely. One option is to go towards the 'Bell ", whose helicopters are used by the Ministry of Defense, and the other to go towards 'Agusta', which I think is even better... Bring the information to the Government, so that we can enter into the process of opening a tender for the purchase and leasing of one helicopter," said Abazović.
