Hint of a compromise to unblock

Representatives of the parliamentary parties will try today, at a new meeting in the Assembly, to reach an agreement on voting for judges of the Constitutional Court.

After the failed first attempt on October 21, MPs will vote again for judges of the Constitutional Court on Monday, and a three-fifths majority of 49 MPs is required, which means that a consensus of the government and the opposition is necessary.

The Democratic Party of Socialists (DPS) called for a new meeting yesterday. It was confirmed to "Vijesti" that the presidents of all parliamentary clubs will respond. The heads of the Democrats and Democratic Front clubs Boris Bogdanovic i Slaven Radunović they said that they would come to the talks in the Assembly.

The meeting will be chaired by the vice-president of the Assembly Branka Bosniak (PzP), because she is the president Danijela Đurović in Belgrade, where he participates in the session of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC).

President of the club of representatives of the DPS Danijel Zivkovic stated in a letter to the parliamentary clubs that he is convinced that dialogue will lead to at least the minimum consensus necessary for the unblocking of the institutions.

An additional deadline for the agreement was left after the session of the collegium of the Assembly, at which the DPS proposal was accepted to postpone the vote that was scheduled for November 28, and to discuss in the meantime the requirements that condition their support for the election of a judge. That party demands that the date of the extraordinary parliamentary elections be determined and that the Proposal for Amendments to the Law on the President be withdrawn.

At the meeting with the President of the Assembly on November 19, the opposition did not accept a similar proposal by the parliamentary majority, which was ready to withdraw the disputed amendments to the Law on the President, and in turn vote for at least one judge of the Constitutional Court on the 28th and unblock that institution. In the meantime, appeals for unblocking the Constitutional Court have also arrived from international partners.

Leader of GP URA and Prime Minister Dritan Abazovic he said yesterday, commenting on the invitation of the DPS, that it is great that they "realized their own mistake and want to participate in the vote for the judge of the Constitutional Court".

He told journalists after his visit to Luca Bar that it was a step forward if DPS changed its strategy.

When asked if the choice of one judge of the Constitutional Court was acceptable for him, he answered that "according to the logic of things, one is better than none".

Since September, the Constitutional Court has been without a quorum for decision-making in plenary sessions.

Đukanović: We are ready to discuss the correction of the attitude

President of Montenegro Milo Đukanović and DPS leader said yesterday in Tirana that there is a possibility that DPS will vote for the election of a judge of the Constitutional Court.

He recalled that DPS's offer was to return the election of judges of the Constitutional Court to the beginning and to elect four judges of the Constitutional Court in the new round, but there was no readiness "from that side".

"If there is no readiness for that, if there is a readiness to discuss other issues - about determining the date for early parliamentary elections and if there is a readiness to abandon the adoption of unconstitutional laws, then we are ready to discuss the correction of our position when it comes to technology to fill the Constitutional Court. Perhaps at this moment we can vote for the election of one judge of the Constitutional Court in order to create the conditions for us to have a majority of the total number of judges again, thus making the Constitutional Court functional, so we leave the opportunity for a joint list of candidates to be reached in the subsequent process in that case for three judges of the Constitutional Court, which would also create the conditions to more easily reach a two-thirds consensus in the plenum," said Đukanović.
