The Vice-President of the Assembly Branka Bošnjak reacted to the statement of the Democratic Party of Socialists (DPS), after they called her to "return the funds she received for solving the housing issue".
She explained how she solved her housing issue.
"Since the DPS is trying to hide the shame of their 'square' officials by slandering others, for the sake of the public, not them, I want to clarify how I resolved my housing issue and to show that we, from the University, who through a completely transparent and competitive procedure bought apartments under construction, under favorable conditions, in no segment can we compare with what DPS Governments did, honoring candidates without tenders and public procedures, under a veil of secrecy and at obscenely low participation rates.
"Namely, after the establishment of the private University of Donja Gorica, despite not fulfilling the prescribed conditions for obtaining a license and accreditation of study programs, but it was the property of Milo Đukanović and his close friends, there was a justified fear that a large number of university professors from the state university would move to The State University's answer to that was to use the land owned by the University, in front of the Technical Faculty building, for the construction of a residential and commercial building, which would solve the housing issue of the University's employees, and they obliged to remain working at the University for the next ten years University of Montenegro," said Bošnjak.
He adds, all permits from the Capital City have been obtained, utilities have been compensated and procedures have been defined.
"Clear rules for solving housing needs were adopted, with clear criteria and method of scoring, and a public competition was announced. After the competition period expired, the first-level housing commission made a preliminary ranking list based on merit, of those who were given the opportunity to buy an apartment under construction, under favorable conditions, to which those dissatisfied had the right to appeal. After the decision of the second-instance commission that considered all appeals, a final ranking list was obtained, with a legal instruction that it is possible to resolve any disputes in court," says Bošnjak.
She said that she also found herself competing with her colleagues, thanks to her qualifications, on the final ranking list of those who were given the opportunity to solve the housing issue, and that she was assigned a one-room apartment of 51 square meters.
"Before the construction of the building began, we all, including me, had to pay the amount of funds that corresponded to the price of the apartment under construction, in accordance with the signed preliminary contract. From our funds, that is, the funds of those who were on the ranking list, the construction of the building started. 'The project built itself' as rector Stanković boasted at the time.
"After the completion of the construction and the allocation of the keys, we committed ourselves in the contract to work at the University for at least 10 years, and that in those 10 years we are co-owners of 25% and the University 75% of the assigned apartments, with the fact that we, as co-owners, were obliged to pay tax and other duties on the entire apartment, so that we are not allowed to rent it out and report to the University every year about the way it is used," adds Bošnjak.
He reminds that through that project, known as Unistan, the University solved the housing issue for 200 employees and granted two million euros in non-refundable housing loans, and that even after completion, due to the positive balance, the University decided to allocate one million euros for the construction of two more buildings, "thus the then rector Ljubiša Stanković publicly praised in the University Bulletin No. 213 from December 2006, in which a very detailed report was given".
"Only in 2021, after 14 years, due to the suspension of my employment at the University for one parliamentary term, I received approval from the Board of Directors to transfer the apartment to my ownership, in accordance with the written contract," points out Bošnjak.
He emphasizes that tabout the way in which the dominant number of employees at the University of Montenegro resolved their housing issue, including the one who, as he reminds, has been employed at that institution for more than twenty years.
"I have never received any money from the University of Montenegro in addition to regular income and on the basis of scientific papers and scientific projects.
"That's why gentlemen from DPS, don't try to cover up this shameless cheating of a couple of citizens, with whom you bought the obedience of public officials, judges, prosecutors, MPs, ministers... We are not the same and we never will be.
"But the time has come to answer for the crimes you committed. We will do our best to find a way to compensate the state, just as we drew the line and abolished the possibility of these abuses, and you prove your innocence in court. If everything was regular , it would be transparent and not declared secret," Bošnjak concludes.
