The President of the Parliament of Montenegro, Danijela Đurović, said that in order to overcome the ongoing political crisis and solve the issues that burden the public, the political will of all actors is necessary.
Đurović held an online meeting today with the co-rapporteurs of the Parliamentary Assembly of the Council of Europe for Montenegro in the post-monitoring dialogue, Damjan Kotje and Nikos Tornaritis.
The Parliament of Montenegro announced that Đurović informed the interlocutors about the current political situation in Montenegro, and she placed special emphasis on the procedures for key appointments in the judiciary and the prosecution, which were also discussed at the previous meeting with the co-rapporteurs - the election of four members of the Judicial Council from of distinguished lawyers, the election of four judges of the Constitutional Court and the election of the Supreme State Prosecutor.
She reminded that the process of completely vacant seats in the Judicial Council in September resulted in the achievement of the necessary two-thirds majority, in the second round of voting, for the election of only one member of this council from among distinguished lawyers, that in October, in the first vote, the majority required for the election was not achieved judge of the Constitutional Court, and that the candidate for Supreme State Prosecutor withdrew his application for this position in mid-July.
It is added that she informed the interlocutors that there is a second round of voting in the Parliament on the candidates for the election of four judges of the Constitutional Court, which requires a three-fifths majority - 49 deputies, and a second round of voting for the Supreme State Prosecutor, in which the Parliament will decide on all the candidates. for this function who meet the legal requirements.
According to them, she informed the co-informers that a new session of the parliament is planned to start on December 12, on the agenda of which will be the second vote on the Law on Amendments to the Law on the President of Montenegro, which was adopted by the Parliament on November XNUMX of this year. and which the President of Montenegro, Milo Đukanović, sent back to the parliament for re-decision.
She expressed her belief that in order to overcome the ongoing political crisis and solve the issues that burden the public, the political will of all actors is necessary.
Đurović recalled that she organized three meetings with leaders of parliamentary political entities, as well as several meetings with heads of parliamentary clubs, with the aim of overcoming divisions and establishing political dialogue as a precondition for reaching an agreement on numerous issues of importance for the further progress of Montenegro.
It is stated that the PSSE co-reporters expressed their concern about the blockade that Montenegro has been in for months, and offered all the necessary help in overcoming this situation.
In this regard, they pointed out that December 12 is the date when a compromise should be reached on key issues, which should aim to achieve progress in fulfilling obligations in the pre-accession process with the European Union.
As it was announced, the interlocutors made a joint appeal to all political entities represented in the Parliament of Montenegro on the necessity of voting for all judges of the Constitutional Court, as this is the only way to pave the way for the constitutional resolution of all open issues.
It is added that the PSSE co-reporters praised the leadership of Đurović and encouraged her to continue to work decisively and courageously to achieve a compromise between the majority and the opposition and to provide the maximum contribution so that Montenegro finally gets out of the crisis that burdens the citizens, who are largely committed to continuation of the European integration process.
It is concluded that the interlocutors expressed the hope that the political actors will show responsibility and willingness to reach an agreement and thus contribute to the normalization and stabilization of the overall situation in the country.
