Today, Prava Montenegro submitted amendments to the Draft Law on Amendments to the Law on Social and Child Protection to the parliamentary procedure, which significantly improves the state's attitude towards single parents.
According to Prava's proposal, a single parent with one child would be entitled to a monthly allowance in the amount of 100 euros, with two children 130 euros, and with three or more children 150 euros.
The party states that this proposal would significantly ease the criteria for exercising the right to this type of basic financial allowance and separate single parents as a special category.
"The fact is that most single parents after divorce live as tenants, face non-payment of alimony by the other parent, have low incomes or are unemployed. Existing forms of social assistance do not sufficiently help single parents to solve the problems they face, which is why they and their children face an increased risk of poverty and social exclusion," Prava said in a statement.
They point out that a special problem of single parents is the irregular payment of alimony, the amount of which is from 15 to 50 percent of the salary of the parent ordered by the court to pay alimony, and that the funds obtained in this way are evidently not sufficient even for the solution of basic existential problems.
"We note that the Alimony Fund was established only as a substitute for the executor, so it does not represent an adequate solution to the problem of single parents. The goal of such a legal solution of the Right of Montenegro is primarily that children have slightly better living conditions in numerous single-parent families, which according to the available estimated to be around 14.000".
According to Prava, the Draft Law on the Budget for 2023 proposed large funds for providing unnecessary luxury for state officials and renting business premises in the most expensive business premises in new buildings for the needs of state bodies.
"It is obvious that there is money that could be diverted for those who need help to provide basic conditions for life. Prava Montenegro calls on all members of the Montenegrin Parliament to support this legislative proposal and in this way determine the unenviable position of a huge number of single parents ", the announcement concludes.
