Although they criticize the Government in the technical mandate for "illegitimate" decisions, the old majority in the capital is preparing to do the same, by voting on a decision at the session on December 30, which will increase the salaries of civil servants and state employees by up to 30 percent.
Representatives of the new majority in Podgorica made such a decision of the outgoing mayor Ivan Vuković (DPS) consider it a marketing move, announcing that the new government will review everything voted on December 30.
"It's a pretty desperate move to try to stop the massive discontent and chaos they've created. A short-term, politically cheap attempt to keep a certain number of people with them, but it is clear to everyone that it is about political motives", said the holder of the list of the Democratic Front (DF) in the local elections Jelena Borovinić Bojović.
Democratic official and secretary of the Election Commission of the Capital City Vladimir Vujovic he said that the review of the decisions that will be made on December 30 will also be under the scrutiny of the new government.
"We are deeply convinced that this is not a composition that can make any decisions, especially the one to adopt the budget and increase salaries," said Vujović.
The amendments to the Decision on salaries of local civil servants and state employees provide that employees in a certain workplace where work is performed in titles within the category of expert staff, as well as independent and senior clerks within the category of executive staff, will be determined a supplement to the basic salary in a percentage of up to 30 percent. In the same amount, the salary will be increased for employees who have the titles of state employee I, senior state employee II and state employee. Salary increases of up to 30 percent are foreseen for the Protection and Rescue Service - the commander of the Rescue and Fire Department, the commander of the department in the Rescue and Fire Department, the leader of the rescuer group, the rescuer-firefighter and the junior rescuer-firefighter. The same increase is foreseen for municipal police officers within the expert staff and for the authorized officer for conducting second-level proceedings in the Office of the Chief Administrator.
Up to 15 percent will be a supplement to the salary of an employee at a certain workplace where work is performed within the category of expert-managerial staff in the titles of level 3, and up to 10 percent to expert-managerial staff of levels 1 and 2. These include the titles of chief, manager, chief inspector, chief, coordinator or other appropriate title.
The outgoing city administration justifies the amendment of the Decision by saying that they consider the increases justified due to the scope and nature of the work performed by the Capital City officials from the above categories, and the fact that there are funds provided in the budget for 2023.
Director of Action for Social Justice (ASP) Ines Mrdovic she told "Vijesti" that there was an open usurpation of power on the stage, not only by those who were defeated in the elections in the capital, but also by the minority government.
"The Ministry of Finance in a technical mandate, which is managed by the cadre of the party that failed to even pass the census in the elections in Podgorica, hastened to give approval for the salary increase, even though they are well aware that the losing parties in Podgorica refuse to hand over power to the winners. The illegitimate minister of finance thus showed solidarity with the illegitimate mayor of Podgorica, directly enabling him to decide on this issue at the illegal session on December 30," Mrdović said.
She pointed out that it is surprising what all the losing parties in Podgorica are doing to remain where they are, and that it seems that the current and illegitimate mayor of Podgorica would be a "cadre" and remain in that position for the next four years, contrary to the electoral will of the citizens. and stomping on her nonchalantly:
"I will remind you that he recently announced that the minority government in a technical mandate does not have the right to introduce forced administration in the capital, but at the same time he does not shy away from having his party with its allies, even though they have no political legitimacy, because they were defeated in the elections, decide on the budget , on salary increase, while the third point is 'selection and appointments', but its content has not yet been disclosed".

Vuković stated at the beginning of September that it is not possible for the Government of Montenegro to impose forced administration on the city in a technical mandate.
"Taking into account who leads the government and what we had the opportunity to see in the previous months, we must be ready for any scenario. We, as the city administration, would act accordingly," Vuković emphasized.
The results of the elections in Podgorica held on October 23 have not yet been announced.
The winners of the election are still looking for a way to announce the election results and take over power. On the other hand, the president of the Election Commission of the Capital City Veselin Vukcevic from the DPS says that there will be no transition of power until the Constitutional Court resolves complaints about election irregularities.
The Constitutional Court does not have a quorum for decision-making, and a new competition for the election of four judges will be announced at the beginning of the week.
In the meantime, the President of the Assembly of the Capital City Đorđe Suhih (SD) convened the session of the previous convocation for December 30. At that session, the items on the agenda will be the Proposal for a Decision on the Budget of the Capital City for 2023, changes to the Decision on Salaries of Local Civil Servants and State Employees, as well as elections and appointments.
Speaking about the session of the local parliament scheduled for December 30, Vladimir Vujović said that it is being done by a group that has absolutely neither the right nor the ability to call the session.
"It is a gathering of a certain number of citizens of Podgorica, former councilors of DPS, whom the self-proclaimed president invited to adopt the most important act - the budget. That can't be legal or legitimate," said Vujović.
Announcing the session, the Capital City announced that it will be held on December 30, in order to adopt the Decision on the budget of the Capital City for the following year within the legally prescribed deadline, which, bearing in mind the current situation, "will guarantee smooth functioning during the transition period authorities".
They pointed out that Vuković submitted to the Assembly the Proposal for a Decision on the Budget of the Capital City of Podgorica for the following year, and that the opinion of the Ministry of Finance was also submitted to the Assembly.
The capital city said that the adoption of the budget is extremely important for maintaining the normal functioning of the entire system, on which the quality of life of all citizens of Podgorica directly depends.
They pointed out that, considering that the judges of the Constitutional Court were not elected on December 12, and that the new administration in Podgorica was not constituted, "it is the duty of the current administration to point out to the Assembly of the Capital City the need to adopt the budget of the Capital City for the following year."
"We remind you that the mandate of the current convocation of the Assembly lasts until the election of a new one", they stated in the announcement.
Borovinić Bojović pointed out that the new majority showed unity in Podgorica and patience because they do not want to further deepen the crisis in the country:
"And I am sure that at the level of mutual agreement in the spirit of democracy and the Constitution, we will find a way out of the situation. The citizens of Podgorica had their say using the right guaranteed by the Constitution and will receive a new government. And the behavior of Vuković and DPS will remain only one testimony of the pathological attachment of politicians to armchairs, for whom the armchair is above the people, the state and the Constitution. They are a thing of the past and with this delay they only confirmed it".
In order to solve the crisis that arose due to the impossibility of announcing the final results of the local elections, the Government announced that administrative supervision will be carried out, based on which it will be decided on the eventual introduction of forced administration in the capital.
The vice-president of the Assembly and an official of the Movement for Change (PzP) have the same goal. Branka Bosniak and Democratic MPs Danilo Šaranović and the Civic Movement URA Milos Konatar submitted to the parliamentary procedure amendments to the Law on Local Self-Government, which provide that, if the competent election commission does not announce the final results of the elections within 60 days of their holding, the mandate of the current convocation of the local parliament ends by force of law.
The amendments, however, did not receive the support of the Democratic Front deputies at the parliamentary committee for the political system, but the deputies of that alliance announced that they would still vote for them at the plenum.
The Podgorica board of DPS announced that the attempt to adopt unconstitutional and undemocratic amendments to the law on local self-government, in order to introduce a state of emergency in Podgorica, is just one more in a series of proofs that those who will rule in the capital city are not worthy of leading even the smallest local community. .
