Member of the Election Commission of the Capital City (IKGG) Nikola Terzic sent a request to the State Election Commission (SEC) for the adoption of an instruction by which the president of the IKGG Veselin Vukcevic obligates to act according to the earlier decisions of the SEC, and prescribes an imperative - urgent deadline in which such action must be taken.
"I believe that prescribing such a deadline is necessary due to the refusal of the president of the IKGG to act according to the earlier decisions of the SEC", stated Terzić in the letter, saying that Vukčević does not act in accordance with the express provisions of the Law on the Election of Councilors and Members of Parliament, and the Rules of Procedure Election commissions.
Part of the members of the Election Commission of the Capital City asked the Ministry of Public Administration to control the work of the Assembly of the Capital City and the Election Commission, which is under the supervision of the Capital City. They expect that, as they stated in the letter of December 20, irregularities in the actions of those authorities will be determined and their elimination will be ordered. As the reason for the initiative, they explained that the final results have not yet been announced, recalling that the State Election Commission ordered the convening of a session of the IC, but that its president did not comply.
In a letter to the MJU, seven members of the Electoral Commission and its secretary reminded the minister Maraš Dukaj that the mandates of the councilors who were elected on October 23 have not yet been verified.
"This situation arose as a result of the non-functioning and illegal actions of the Election Commission of the capital and its President, which consequently affects the legality of the work of the Assembly of the capital and the capital in general. The Assembly of the capital, until this moment, has not launched any initiative against the Election Commission of the capital , with the aim of a supervisory role over the body whose representatives are elected by the Assembly of the Capital City itself. In contrast, the Assembly of the Capital City continues to work in an illegitimate and we would say illegal form, with reduced capacity, and to the detriment of the citizens of Podgorica," the letter states. In the document, it is reminded that the Rules of Procedure of the IKGG prescribe the obligation to apply the instructions and decisions of the SEC, which previously ordered the scheduling of the session.
"We ask the Ministry of Public Administration, as the competent authority, to, through the institute of administrative supervision, control the work of the Assembly of the Capital City and the Electoral Commission of the Capital City, as bodies under the direct supervision of the Capital City, and determine irregularities in the actions of these bodies, and to order their removal" , it is stated in the document signed by members Nikola Terzić, Radosav Jokić, Ljiljana Jokić Kapa, Marko Mihailović, Željko Vujotić, Dragan Prelević, Janko Odović and secretary Vladimir Vujović.
