Popović: The Law on Local Self-Government was proposed by the DPS Government even before the end of the four-year mandate

The vice-president and deputy of the Democrats in the Parliament of Montenegro, Zdenka Popović, said that the current mayor of Podgorica, Ivan Vuković, is manipulating again and that the Law on Local Self-Government was proposed by the DPS Government even before the end of the four-year mandate.

"The Law on Local Self-Government, which for many years already implies the possibility of introducing forced administration in local self-governments, even before the end of the four-year mandate, was proposed by the DPS Government, and adopted by the DPS parliamentary majority," stated the announcement of Democratic Montenegro.

She said that thanks to that law, in the previous period, we had several examples where forced administrations took over the responsibilities of local assemblies, in such a way that the forced administrations were made up mostly of citizens unknown to the general public, who did not participate in the electoral lists and who were not even residents. those municipalities.

"At that time, you could not hear any remark from Ivan Vuković, that such forced administrations manage municipalities and make decisions," said Popović.

Now, as he says, when legal changes make it possible to finally stand in the way of his usurpation of power, after a convincing defeat in the elections, in order to finally, for his own good, "separate him from the chair", Vuković says that some citizens will take over the leadership of the Main the city.

"No, Mr. Vuković. Again, for the umpteenth time, you are manipulating," Popović points out.

Popović says that, unlike their laws, which allowed citizens, unknown to the public, who neither participated in the elections nor were residents of those municipalities, to be members of forced administrations, with our amendments and legal changes, it is possible that in the event that they did not, despite legal obligations declared the final results of the election from October 23, only the representatives of the electoral lists that passed the census in accordance with the preliminary results of the elections, and which were not disputed by anyone, give one representative each who will be a member of the forced administration.

"It means that in order to solve this political immorality, which you have produced, until the announcement of the final results, the representatives of the people, i.e. those for whom the citizens voted, will govern the city, and that decisions will be made with a 4/5 majority vote in order to ensure a high degree of agreement about every possible decision," the announcement added.

So, as he concludes, another prank of theirs has been broken and he politely asks them to stop with manipulations, labeling and usurping power, because, as he points out, they have lost more in terms of personal and political reputation in the last two or three months than in all the previous ones four years.
