Pljevlja: The government led by DPS employed even after losing the elections

From the local elections held on October 23 last year until today, the local government, led by the Democratic Party of Socialists, has hired 15 new workers for an indefinite period in the local administration.

As "Vijesta" reported, 68 people were hired under the contract in the local administration after the election.

The DPS with its coalition partners the Bosniak Party and the Social Democrats was convincingly defeated in those elections. They are still in power only thanks to the months-long non-functioning of the Constitutional Court, to which they filed a complaint about alleged irregularities at two polling stations in the villages of Premćane and Odžak.

In order to create legal conditions for the employment of new workers, the President of the Municipality of Pljevlja Rajko Kovačević changed the personnel plan of the Municipality.

In the explanation of the decision, Kovačević stated that he recently received the approval of the Ministry of Finance for the employment of new employees.

The Municipality claims that financial resources have been provided for all workplaces in the budget of the Municipality of Pljevlja for this year.

69 people were hired after the election under the contract. The local government, led by the Democratic Party of Socialists, hired 15 new workers for an indefinite period in the local administration.

The most new employees, eight, are employed in the Secretariat for General Administration. In that secretariat, the most employed are housekeepers, seven of them, and one worker in the position of registrar.

In the Manager's Service, two employees are employed as an independent consultant for projects in the cultural and historical field and one assistant for the implementation and preparation of project activities of the VI level of education qualification - social direction. In the Manager's Service, which is managed by the staff of the SD, one officer is also employed for the implementation and collection of information of the IV level of education qualification.

An adviser for local economic development who graduated from the Faculty of Forestry is employed at the Secretariat for the Economy. One official is employed in the Secretariat for inspection duties as a road traffic inspector and one official as a water inspector.

A total of 249 permanent workers and 15 permanent workers are employed in the Municipality of Pljevlja.

Of the 15 temporary employees, 14 are gerontohomemakers, and one employee is employed in the Chief Administrator's Service.

Out of the total number of employees, 138 have the VI and VII levels of education, 93 have the third and fourth levels of education, and 18 of them have completed elementary school.

Of the 68 citizens who are engaged under the work contract for which the Municipality annually allocates tens of thousands of euros, most of them worked in the Secretariat for Social Activities on, as stated, the duties of contractual relations for organizing cultural events.

The personnel plan of the municipality, which was adopted at the beginning of last year, provided for the reduction of the number of employees in the local self-government by five percent in the next two years through the procedure of mutual termination of the employment relationship and with the payment of severance pay.

In the municipality of Pljevlja, in 2021, 15 officials and employees terminated their employment (death cases, leaving the workplace due to employment with another employer, retirement or expiration of the mandate).

In that year, 11 employees and employees were employed, eight of whom are permanent, two are permanent, and one employee was taken over from a public company by mutual agreement.
