By the votes of the councilors of the ruling majority (Democrats, Democratic Front, Socialist People's Party, Movement Europe Now, United and URA), at today's session of the Municipal Assembly (SO) of Kolašin, amendments and additions to the Decision on compensation for communal equipment of construction land were adopted.
This significantly increased this type of compensation, except in the case of construction of basic housing facilities up to 200 square meters. As announced by the executive authority, the new tariff, according to which the fee for the first zone is increased from 30 to 150 euros, to 100 for the second, 70 for the third and 30 euros for the fourth per square meter, will have multiple positive effects. According to the President of the Municipality, Vladimir Martinović, utility prices should have been increased a long time ago.
"Someone has already managed to build a certain number of buildings at unrealistically low prices for utilities, so we have a situation where the 'square' of an apartment is 2.000, 3.000 euros, and for the entire residential building the Municipality received 30.000 or 40.000 euros. Let's say, for some the road that we need to build needs up to a million euros, and with a capital budget of 3,5 million euros it is not possible. Investors are not the 'priority of all priorities', because we have citizens of Kolašin, who need a local administration that works to improve the quality of conditions for their live and be their service," he said.
Martinović claims that "citizens remain protected, and investors will have better equipped land".
He claims that the decision is "for the benefit of both citizens and investors".
The President of the Municipality said that only the missing infrastructure will be built with the money collected from the fees. That, he said, will remain for the citizens of Kolašin. Martinović also explained that he suffered from "latent pressure" due to the increase in utility prices, but that the executive authorities remained consistent with the goal of finally bringing order to that area.
"We will use this money for infrastructure. This is a huge chance for Kolašin, to try to recover part of what was lost. We achieved two main goals. First, we protected the citizens. Second, not to drive away investors, but in this way we help them ", he said.
Councilors of the Together We Build Kolašin Movement (Democratic Party of Socialists, Social Democratic Party, Social Democrats and non-party figures) and one councilor of the Group of Voters (GB) abstained during the vote on the increase in communal utility prices. As councilor Marta Šćepanović said, the price increase was necessary, but, as she explained, "important decisions for the development of the city should be made in a different way and with the formation of a working group and expert analysis". In addition, she also questioned the manner in which the zoning of the municipality was carried out.
"The prices should have been arrived at with a detailed analysis. I am interested in how the citizens of Kolašina will benefit from this. We are not protecting their interests, if a person from Kolašina who wants to build an apartment pays the same utilities as the investor who has millions. The local administration should "The goal is to prevent that from happening. We will not allow the citizens of Kolašin to be condemned to build only basic housing facilities tomorrow," Šćepanović said.
As councilor Bojan Zeković of the Movement we are building Kolašin said, the increase of this type of budget is justified, because, with the current prices, it was not possible to equip the land with high-quality utilities. He also believes that along with the price increase, detailed explanations should have been provided on how the current prices were reached, and he assessed that zoning is problematic. He illustrated this with the example that locations next to the road to the ski resorts or along the road from Matešava to the city are zoned so that utility prices for that part are lower than for some suburban settlements in which investors are not interested.
According to Zeković, the way in which the two types of compensation were determined is problematic. He said that there should have been a single, not two, compensation prices, and through reductions, the prices for the categories to be helped should have been reached. The councilor emphasized the importance of the purposeful use of money from the nada and recalled some earlier practices when that type of income was used for public consumption.

The councilors of the ruling majority were reserved about the Conclusion, with which councilor Zeković proposed that the Ministry of Ecology, Spatial Planning and Urbanism and the Government of Montenegro be invited to shorten the deadline for amendments to the DUP Cnetar, from 11 to six months, and that for that period and prohibit any construction, except for public infrastructure, in the area covered by that planning document.
The enormous interest of investors in Kolašin, he said, must be used to contribute to the development of the city, the creation of new jobs and a better life. Zeković explained, "smartly designed development that will contribute to a better life in the city and preserve space as the most valuable resource available to citizens" is needed.
"The DUP Center is not that it is not aligned, but it is directly opposed to the goals and principles of planning and construction defined by the Law on Spatial Planning and Building Construction. Instead of protecting the space, it gives guidelines for its destruction, and it is crucially important that until the adoption of amendments and additions to the existing provisions put out of force", it is written in the proposed Conclusion, which was voted for by the councilors of the Together We Build Kolašin Movement and one GB councilwoman.
The ruling coalition had objections to the fact, as they said, that similar proposals had not been heard before.

The members of the Movement Zajedno gradimo Kolašin had numerous objections to the way of organizing the work of the SO. Zeković said that the president of the local parliament, Vasilije Bulatović, violates Article 57 of the Rules of Procedure of the SO Kolašin, because he does not schedule sessions according to the regulations.
He reminded that Bulatović does not schedule sessions of the collegium of the Assembly, which was requested by the club of DPS councilors. In addition, as claimed by the Movement, the direct transmission of the SO session was also prevented. The opposition councilors explained how the club of DPS councilors was prevented from providing the transmission today, because the installation of the equipment was not allowed.
"They made it impossible for people who were hired and paid privately to record the session. This is about a clear intention to hide the work of the local parliament from the citizens," said Zeković to Bulatović.
According to councilor Šćepanović, it is forbidden to even leave transmission equipment in the hall, where the session of the local parliament is held.
As Bulatović explained, "the presidents of the aldermen's clubs, DF, SNP and Evropa have now resigned from their positions as aldermen in the Assembly and moved to other positions, so the collegium would not be representative until now".
The people who intended to set up recording equipment today, he claims, did not have any identification, so he believed that recording of the session of the local parliament could not be ensured in that way. Bulatović claims that in the future, sessions of the collegium of the Assembly will be scheduled.
