Đukanović issued a decree on the dissolution of the Assembly

The President of Montenegro, Milo Đukanović, dissolved the Assembly of Montenegro today.

The Information Service of the President of Montenegro submitted the Decree on the dissolution of the 27th convocation of the Parliament of Montenegro, which, as they said, the President of Montenegro passed today on the basis of Article 92, Item 3 of the Constitution of Montenegro.

"The 27th convocation of the Parliament of Montenegro is dissolved. The decree on the dissolution of the 27th convocation of the Parliament of Montenegro enters into force on the day of its adoption. This decree will be published in the Official Gazette of Montenegro," the Decree states.

According to "Vijesti" information, part of Đukanović's legal team proposed to him to dissolve the parliament and call for state elections if a new government is not constituted by today, by which time, according to the amended Law on the President, is the deadline to do so.

Early parliamentary elections could be held at the end of May or the beginning of June, "Vijesti" has learned unofficially.

Đukanović was presented in the legal opinion that if there is no new executive power by March 16, all the legal conditions are met to dissolve the Assembly in order to go to the elections. "Now it is being assessed whether it is a good political moment for it," the source said.

The current government was voted no-confidence seven months ago. Since then, several attempts to elect a new one have failed.

According to the Constitution, the Assembly is dissolved if it does not elect a government within three months from when the president first proposes a mandate. Since Đukanović did not propose the current one, but he was determined by amendments to the Law on the President, which the head of state does not act on, he would be guided by the constitutional deadlines in the event of the dissolution of the parliament, lawyers explained to "Vijesta".

The Assembly is dissolved by decree of the President, who announces elections on the first day after that.

According to the Law on the Election of Councilors and Members of Parliament, no less than 60 nor more than 100 days can elapse from the announcement to the holding of the election.

Today, three months have passed since the amendments to the Law on the President, with the adoption of which the leader of Demos Miodrag Lekić was nominated for the mandate, were published in the Official Gazette. On March 12, Lekić announced that he did not have the majority to elect a government.

Although he signed the law, Đukanović refused to implement it, claiming that it was unconstitutional. During Saturday's guest appearance on RTCG, he did not directly answer the question of whether he would dissolve the parliament, but said that there are lawyers who think that it should be done, but that, as he stated, he believes that everything should be looked at in detail and that there should be no rush.
