President of the Election Commission (EC) of the Capital City Veselin Vukcevic, said that he expects the Constitutional Court to deliver to the IC today or on Monday at the latest notifications about the rejection of appeals in connection with the elections in Podgorica, after which the conditions will be met for determining the final results of the voting in that city.
He said this to "Vijesta" yesterday after the Constitutional Court rejected the remaining appeals related to the Podgorica elections earlier that day, thus paving the way for the change of government in the capital. That court previously rejected part of the appeals last week. Most of them were submitted by the Svetosava Serbian List, which did not pass the census.
The Constitutional Court delivers the pronouncement of the decisions to the complainants and those to whom they refer. The reasoning of the decision is prepared subsequently and delivered to the parties.
Vukčević explained that, after the court has served notices of appeals, a meeting of the IC will be held within 12 hours, where the final results of the election will be determined. "After that, the publication of the report on determining the final results will follow in the Official Gazette," he explained.
In Podgorica, the government was not changed even after almost five months since the election, because Vukčević did not allow the IC to announce the final results until the Constitutional Court had given its opinion. The court could not do that until recently, because it did not have a quorum to work since mid-September.
Some municipalities declared final results despite appeals. Out of a total of five in connection with which appeals were filed, the results were announced in Budva and Kolašin. Apart from Podgorica, there are no final results in Pljevlja and Plav either.
After the IC announces the results, the president of the previous convocation of the local parliament has, according to the Law on Local Self-Government and the Capital City Statute, the obligation to schedule the first session of the newly elected assembly no later than 15 days later. It is held no later than 15 days after the convening.
Leader of the local parliament Đorđe Suhih, told "Vijesti" last week that he will schedule the session within the legal, permitted time, and that he will "see" that it takes place as soon as possible.
List holder of the Democratic Front (DF) in the Podgorica elections Jelena Borovinić Bojović, told "Vijesti" yesterday that she was satisfied with the fact that the Constitutional Court rejected the election appeals, adding that she had expected it.
"I expect the continuation of negotiations on the formation of the government as soon as possible," she said.
The Europe Now Movement (PES), the DF, the Democrats and the Citizens' Movement (GP) URA agreed to constitute the government in Podgorica, and that the deputy president of the PES Jakov Milatovic be the mayor, Borovinić Bojović the head of the Assembly, and the Democrats and GP URA get the positions of deputy mayors.
Although the PES has in the meantime designated Milatović as the presidential candidate, from that party, the DF and GP URA claim that the agreement reached is still in force, while the Democrats say that it is possible that new consultations will be needed on the issue of the future candidate for mayor. .
In the elections in Podgorica held on October 23, DPS lost power after 24 years. The list "All for our city", led by that party, won 24 mandates, PES 13, the coalition gathered around DF 11, Democrats 6 and GP URA 4.
Apart from Svetosavska, neither the Socialist People's Party nor Preokret entered the Podgorica parliament.
