At the largest number of polling stations, independent access for persons with disabilities (PWD) is completely impossible due to the stairs at the entrance, said the executive director of the Association of Disabled Youth (UMHCG), Marina Vujačić.
She added in CDT's election podcast that "accessibility elements in the interior of the buildings, even when they were prepared, were not installed until the moment when observers pointed out the problem."
"In fact, we are talking about a lower shelf in one of the cabins, as well as a template with which people with impaired vision vote and an informational brochure in Braille," said Vujačić.
She clarified that the aforementioned shows "the irresponsibility of the electoral commissions, especially in the part of the template that is also prescribed by law".
She said that their observers are present today in four Montenegrin municipalities, in Podgorica, Nikšić, Bijelo Polje and Bar, and that they will visit the largest number of polling stations in Podgorica and Nikšić.
She also referred to the parties' attitude towards people with disabilities.
"The parties showed their irresponsibility when in 2014 the Law on the Election of Councilors and Members of Parliament was changed by not accepting our key proposals, which was later confirmed by the Constitutional Court as it even declared two norms related to PWDs unconstitutional," said Vujačić.
She assessed that the parties also have responsibility for the situation on the ground, as their representatives form election commissions and polling committees that are obliged to prepare the conditions for holding elections.
"We are morally supported in that part where the parties see us as statistics, that is, as potential voters, then we are interested in them", concluded Vujačić.
