Of the parties that play a key role in political events in the country, only two last year (Democratic People's Party and Movement for Change) were in the red - according to the financial reports of the parties, published on the website of the Agency for the Prevention of Corruption.
"Vijesti" analyzed the reports of the Democratic Party of Socialists (DPS), DNP, New Serbian Democracy and PzP, Democrats and the Socialist People's Party. The report of the GP URA, whose leader is the prime minister, was unavailable on the ASK website.
The parties were obliged to submit reports on their operations to the Agency by the end of March.
DPS borrowed from CKB
The Democratic Party of Socialists, since losing state power, has recorded lower revenues and worse business results in the last two years.
According to the financial report, last year DPS had an income of around three million euros, but its expenses were higher by half a million, so that the business result was negative in the end, i.e. - 497.460 euros.
Compared to 2021, that party had higher revenues by around 200.000, but the business result was worse, because the minus in 2021 was 307.594 euros.
In 2020, DPS had an income of about 4,3 million euros and a positive result, i.e. a profit of 465,5 thousand euros.
They received 1.722.626 euros from the state budget, of which 1.549.232 euros for regular work, 119.122 euros for the parliamentary club and 54.272 euros for the women's organization.
DPS received 913.674 euros from the local government budget.
The costs of financing the election campaign for the local elections in March and October last year amounted to 351.103 euros.
He had an income of 144.496 euros from membership fees. The membership fee of that party is from one euro to 638 euros.
Party officials paid the largest amount of membership fees. Thus, 638,4 euros were given each by Aleksandar Bogdanović (general secretary), Časlav Vešović (until recently deputy mayor of Podgorica), Jovan Martinović (former director of Eco Fund, recently arrested), Andrija Radman, Tamara Vukašinović (members of the Executive Board) and Zoran Vukićević ( president of DPS Nikšić)...
Until recently, the leader of the party, Milo Đukanović, gave 637,6 euros, as much as members of the parliamentary club, followed by Slavoljub Stijepović, Arsenije Boljević, Miljana Ašanin, Pero Bujković...
Individual contributions from citizens ranged from 25 cents to 200 euros per month, which was paid to her party by the former Minister of Science and Vice President Sanja Damjanović in March, July and December.
DPS took out two loans from CKB last year, one for 60.000 and the other for 300.000 euros.
Democrats spent the most on salaries
Aleksa Bečić's Democratic Montenegro had an income of over one million euros last year, but ended the year with a loss of 212.960 euros. In 2021, the party had a surplus of 238.059 euros.
Last year, the party received 615.378 euros from the state budget, of which 564.498 euros were used for the regular work of the party, and 50.880 euros for the regular work of women's organizations. The party received 434.768 euros from the budget of local self-governments. That money refers to financing the regular work of parties in municipalities and women's organizations and partly to financing the campaign in municipalities where the 2022 elections were held.
The party had an income of 23.876 euros from private sources. She received EUR 3.904 in non-monetary contribution from legal entities - Yachting services and Abudantia from Tivat, and EUR 2.835 from individuals. Petar Samardžić and Vlado Brguljan gave the most before the local elections in 2022, 300 euros each, Dejan Kandić 200...
The party's total expenditures amounted to 1,2 million euros. The most was spent on salaries and benefits, 354.114, for financing the election campaign, 331.419 and for the promotion of the party's work and goals between the elections, 241.203 euros. They spent 90.955 euros for the lease of business premises.
The party owns four cars and a van, which are worth 33.663 euros.
The leader donated the most to Nova
Last year, Nova had an income of 816.972 euros, but ended the year in the red by 144.655 euros.
When it comes to income from the state budget, the party received 530.380 euros for regular work, and 18.614 euros for regular work of women's organizations.
The party received 193.210 euros from the budget of local self-governments. That money refers to financing the regular work of parties in municipalities and women's organizations, and partly to municipalities where elections were held in 2022.
Thus, 2.532 euros were paid to the party for the financing of election campaigns in Berane, Bijelo Polje 620, Budva 1.687, Golubovci 1.680, Danilovgrad 257, Kolašin 1.235, Pljevlja 1.099, Podgorica 2.738, Mojkovac 1.364, Plužine 1.571, Šavnik 302, Žabljak 157 euros.
Based on coalition agreements for local elections, they received 60.400 euros for the election campaign. DNP donated the most, 13.000 euros, before the local elections in October last year.
From the contributions of natural persons, its leader Andrija Mandić donated the most to the party, 2.268 euros at the beginning of last year, while Milica Vulević donated 2.000 euros for the election campaign in October.
The party earned another almost 10.000 euros from other income, which includes the sale of cars, income from claims...
The party's total expenditures were 961.627 euros.
When it comes to expenses, Nova spent 220.565 euros to finance the election campaign in Podgorica, Pljevlje, Kolašin, Plužine, Danilovgrad, Tivat, Zeta, Žabljak, Bijelo Polje, Plav, Budva, Šavnik, Berane and Bar. For other expenses, which include marketing, hotel accommodation, representation, 333.288 euros were spent last year, the costs of renting premises 57.953 euros, business premises 24.543,
The party's fleet is valued at 30.282 euros, which is about 8.000 euros more than a year before. Instead of one "talisman" vehicle, the report for 2022 lists a "Mercedes Benz", whose estimated value is around 23.000 euros. In addition to that vehicle, the party also owns a Renault, a Škoda Rapid, a Citroen 5 and a Dacia Duster.
DNP has two "audios"
DNP, whose leader is Milan Knežević, earned 551.409 euros last year and finished the year in the red with 88.076 euros.
From the state budget, the party received 406.833 euros for regular work, and 10.611 euros for the regular work of women's organizations. The party received 111.749 euros from the budget of local self-governments, of which 10.201 euros were used to finance the election campaign...
When it comes to expenses, the party spent 463.333 euros. Of that amount, the largest expense was for the payment of salaries and other benefits, EUR 202.007, and for the promotion of the work and goals of political subjects between elections, EUR 104.232. euros.
The party has two Audi A6 vehicles, the value of which is 41.904 euros.
The Movement for Change (PzP), whose leader is Nebojša Medojević, had an income of 394.323 euros last year, and ended the year with a surplus of 3.943 euros.
Of that amount, 331.793 were received from the state budget for the regular work of the party and women's organizations, while they received 60.046 euros from the budget of local self-governments.
The expenses of the party were 390.380 euros, of which 168.871 were spent on salaries and other benefits, and 159.516 euros were spent on other expenses arising from the regular work of the party. The party has three vehicles.
The SNP continues the tradition of being in the red
Vladimir Joković's SNP last year had an income of 507.995 euros, 40.000 more than in 2021.
Last year they also had a negative business result of -35.499, but compared to 2021, it was reduced by around 19 thousand euros.
Revenues are dominated by those from the state budget of 316.546 euros, of which 305.934 euros go to the regular work of the party, and 10.612 euros to the women's organization.
Income from the budget of local self-governments amounts to 158.956 euros.
SNP collected 8.941 euros from membership fees, and 19,5 euros from contributions from individuals and legal entities.
Income from contributions from legal entities amounted to eight thousand euros, which the SNP received from GP URA in October 2022 based on the coalition agreement on participation in local elections in Pljevlja.
Contributions from natural persons are 11.567. Nebojša Vuksanović gave the most 3.000 (financing of election campaigns), then Zoran Sekulić 999 euros, Dragan Ivanović and Igor Bulatović 500 each, Vasilije Lalošević 360, Goran Marinović and Željko Marković 300 each, Dragan Vukić and Milisav Ćorić 200 euros each...
Of the assets, SNP has business premises in Podgorica, Andrijevica and Danilovgrad.
Office space in Vaka Đurovića Street in Podgorica of 296 square meters is worth 40.764 euros, and in Andrijevica and Danilovgrad (41 and 80 square meters) 8.800 euros each.
They also have ten cars, the youngest of which is from 2006. The estimated value of the fleet is 44.800.
PES was financed mostly from donations
The financial report for the past year was also submitted by the newly founded party "Movement Europe Now" (PES), formed on June 27. They had an income of 122.858 euros last year. Of that, 12.585 euros came from public sources for financing the election campaign, while contributions from legal entities amounted to 20.300 euros, and from natural persons 89.972 euros.
PES expenses were 155.393 euros, so the party whose president Milojko Spajić had a negative business result at the end of the year of -32.535 euros.
From the contributions of natural persons, Dragan Čabarkapa and Stefan Milanović gave five thousand euros each, PES leaders Milojko Spajić and Jakov Milatović donated four thousand each, as did Boris Pejović, Vasilije Čarapić 4.790...
Sold three cars for 167 euros
DPS has land and business premises in Podgorica, Bijelo Polje, Berane, Danilovgrad, Andrijevica and Tiv, with a total value of 987.281 euros.
A plot of land in Podgorica (Beogradska Street) with an area of 1.119 square meters and an auxiliary building of 84 square meters is worth 903.453 euros.
Business space in Bijelo Polje of 144 square meters is worth 22.613, in Berane (148 square meters) 17.342 euros, Danilovgrad (101 square meters) 10.033 euros, Andrijevica (55 square meters) 5.098 and in Tivat (76 square meters) 28.739 euros.
The party has 26 vehicles, seven fewer than in 2021, aged from 1991 to 2018, but not all cars have the stated estimated value.
DPS reported that it sold three cars last year, for a total of 167 euros.
According to the data from the report, the most expensive in the DPS fleet is the Passat from 2016, estimated value of 22.492 euros, followed by the Skoda Octavia from 2018, 6.413 euros.
