The president of the Budva committee of the Democratic Party of Socialists (DPS), Milan Tičić, called on the Democratic Front to, as he said, give up the idea of abusing the citizens of Budva to put pressure on the competent state authorities, and to elect the vice-presidents of the Municipality by Friday.
This, as he pointed out, is a condition to avoid the scenario of a blockade of the city, in which about a thousand employees will be without pay.
"We have already warned that one of the most rational solutions in the circumstances is the appointment of a vice-president who would carry out the duties of the municipal president prescribed by the Law on Local Self-Government and the Statute of the Municipality of Budva. There is also a clear legal basis to overcome the situation, because the municipal president Božović through a lawyer can sign decisions on the appointment of one or two vice-presidents, to which the local parliament will give its consent in an urgent procedure", announced Tičić.
He said that the argument of the local DF, that the arrest of Božović will stop the city and the functioning of the Municipality of Budva, is not founded. "This is about whether the Democratic Front wants Budva to be blocked or not," he pointed out.
Tičić reminds that, bearing in mind that the summer tourist season has practically already started, the current president of the municipality has the option to appoint vice-presidents or to resign in order to create a legal basis for the appointment of a new president of the municipality, which solves the situation and the employees in that case they don't need to worry about getting paid.
"Adopting a petition like the one recently adopted by the Assembly of Budva is not the best way, for the reason that the division of power is defined by the Constitution into legislative, executive and judicial, so such and similar activities can be interpreted as some kind of pressure on the prosecution. The institutions of the system should they are doing their job, and the functioning of the Municipality of Budva can and must continue within the framework of the Statute and the law.
"That's why, respecting the fact that Božović is being tried before the court, but also respecting the presumption of innocence, the sooner everyone realizes that life goes on, and that conditions must be created for the municipality to function, it will be better for everyone. There is no doubt that the accusations against against the president of the Municipality of Budva undermined the legitimacy of the local government, however, we have already said, it is smarter to discuss the organization of extraordinary local elections after the end of the summer tourist season, which is what most of our fellow citizens live on," concluded Tičić.
