In difficult years, the people managed and built as best they could. Everyone would have built legally if they could, but people were oppressed by poverty, and state levies were high. Someone could build a castle, and someone was challenged with a fence.
The authorities are aware that a mistake was made against the people who built out of necessity, but they are unable to correct the injustice and are still trying to condition and hold the people who illegally built a roof over their heads.
The former three-decade regime abused people and human souls precisely by delaying legalization and thus kept them in suspense for years in order to count on their votes. It is one of the biggest shames of Montenegro. THE PEOPLE'S COALITION he hears it in the Zagorič Forest Park, we also hear it on Mali brdo, on Kakaricka gora, in Vranići, many other places in Podgorica, but also throughout Montenegro.
The draft law on the legalization of illegal buildings now offers people the opportunity to pay off the legalization of buildings in installments. The entry of people into this never-ending game would mean even greater uncertain borrowing, and the little they own would have to be mortgaged.
Those who live in castles obviously cannot and do not want to understand what it is like to live in a house under a slab, waiting every day for an excavator to come to demolish the home, and there is no other roof over the head for the children and the wife. And now, those people who are making ends meet are being offered installment payments at high market prices, mortgages, various fees, and if they don't start the legalization process within six months, an excavator will arrive. It is a noose around the neck of the citizens of Montenegro, and that of the poorest, and not social justice.
THE PEOPLE'S COALITION led by longtime lawyer Dejan Vukšić, will resolve the legalization of the buildings immediately and in a fair manner. The people gathered around Dejan Vukšić in the PEOPLE'S COALITION are long-term fighters for justice and the will of the people: Marko Milačić in front of Prava Montenegro, Vladislav Dajković in front of Free Montenegro, Maja Mršulja in front of the Democratic Serbian Party, Dr. Novica Stanić in front of the Movement for Pljevlja, Mladen Premović from Demohrišćanski movement. The People's Coalition represents the people. In this case, the situation is such that any further insistence on paying off the legalization of facilities pushes people into further ruin.
THE PEOPLE'S COALITION will not allow the current draft of the bill on the legalization of illegal buildings to be adopted! When, after June 11, we are part of the new convocation of the Parliament of Montenegro, we will pass a fair law on legalization, which will truly be based on the principle of social justice.
Together with the people - above all those citizens who are most affected - we will make a new law that will be honest, fair and just, because this is one of the biggest issues in Montenegro, given that the issue of legalizing illegal buildings directly and indirectly affects a huge number of citizens.
That's why it's a concept NATIONAL COALITIONS, unlike the current harmful proposal, based on strong positive discrimination regarding the legalization of illegal buildings in terms of solving the housing issue of a large number of people in Montenegro who are barely making ends meet. THE PEOPLE'S COALITION does not want and will not allow new mortgages over the heads and souls of the poorest!
People deserve a SAFE ROOF OVER THEIR HEAD. Who will we help if not the most vulnerable? Also, those who estimate how much should be paid for legalization are out of touch with reality and seem to write figures on the unseen. There is no logic, nor justice, to burden a family that paid for every brick and block of their home with hard work to pay for what it is clear that they cannot pay. No one built houses for their families on whim or whim. Houses were built like shelters for survival.
THE PEOPLE'S COALITION they will not privilege those illegal builders who built five-story buildings or hotels, those who built illegally and had the housing issue resolved, those who were bragging. As far as they are concerned THE PEOPLE'S COALITION will be stricter in its proposal compared to the current draft of the law. But as for those who were just solving their housing issue THE PEOPLE'S COALITION will legally privilege them and positively discriminate them because they built their home for their families out of poverty, while having no other housing facilities.
THE PEOPLE'S COALITION will, therefore, solve the issue of legalization fairly, positively discriminating against the most vulnerable categories, with a legal solution that at the same time WILL NOT LEAD INTO AN UNEQUAL POSITION those citizens who built their buildings in accordance with the laws.
If an object is a basic residential object where a two-member, three-member, four-member or larger family lives, which only has that, LEGALIZATION MUST AND WILL BE FREE. If the state has money for those who stole this country, it must also have money for the legalization of a roof over the head of hundreds of thousands of people.
A vote for the PEOPLE'S COALITION is a vote for FAIR LEGALIZATION.
