On the night of the election, the session of the SO Zeta: Is there a quorum for Kosovo?

The session of the Zeta Parliament on the annulment of the Government's decision on the recognition of Kosovo on the territory of that municipality, which is scheduled for Sunday after the polls close, will not be canceled even though the State Election Commission (SEC) indirectly suggested that it is not the best solution to hold a meeting on election night.

However, it is questionable whether there will be a quorum to hold the session.

It will not be attended by the committee club "For the Future of Zeta", which has an almost absolute majority in the Municipal Assembly (SO) and which believes that it should not sit on the night of the national elections, in the building where there are two polling stations. That club initiated the proposal regarding Kosovo.

"News" from the councilor of the Socialist People's Party (SNP) Sladjane Kaluđerović and an independent councilor Nikola Rajović they did not receive an answer to the question of whether they would come to the session, that is, enable a quorum.

President of the Zeta Parliament Luka Krstović, told "Vijesti" that the session was convened in accordance with the Rules of Procedure of the Municipal Council and the Law on Local Self-Government, and that it will be held on Sunday, provided that the majority of the total number of councilors attend it.

"This session, like all others before and after it, provides an opportunity to discuss key issues, propose solutions and work together to improve our municipality," he said.

On May 12, the councilors of "For the Future of Zeta" submitted a proposal to "cancel and invalidate the decision" on the recognition of Kosovo. After Krstović scheduled a session on the matter for June 11, at 20 p.m. (after the polls close in the parliamentary elections), the "Za budućnot Zeta" club requested his dismissal.

Leader of Zeta Mihailo Asanović ("For the future of Zeta") asked the SEC on Tuesday for a statement on whether the session of the Council of Ministers can be held on election day, given that there are two polling stations in the Municipal building where the session would take place. The SEC replied to him a day later, announcing, among other things, that the election day does not end at 20 p.m., when the polling stations close, and that it is necessary to apply legal and by-law provisions in order to enable the unhindered exercise of the right to vote, and in which case the regularity of the election is not called into question.

Head of the club "For the future of Zeta" Vesko Rašović, told "Vijesti" that they will not attend the session, because, he says, it should not take place according to the recommendation of the SEC.

"It would not be humane even towards the citizens who vote at those polling stations if we question their right to vote, so that voting is not repeated. We didn't even go to the board meetings today... We are expecting a meeting where the dismissal of Mr. Krstović, and then someone who comes in his place, reschedules this session", he said.

Asked if the holding of the session on Sunday contradicts the opinion of the SEC, Krstović replied to "Vijesti" that the head of the SO is not the president of the electoral committee, nor the authorized representative of a list in the electoral committee, but the elder of the highest authority of the municipality, which performs the basic functions of local government determined by the Constitution, the law and the Statute of the municipality.

He stated that he is obliged to apply the mentioned acts, and not the opinions of the authorities for the implementation of elections.

"Of course, I also respect the letter from the SEC, and certainly that the session will start the moment the polling station closes in the Municipality building. That goes without saying, I guess, but don't tell me that anyone understood the letter from the SEC in the literal sense, because if we understand it that way, it could be concluded that the crowd at the polling station can theoretically or intentionally last indefinitely. So I ask you - if that were to happen, would the elections ever end at that polling station, and if not, would life have to stop?" said Krstović.

He says that he is "very relieved" in this regard.

"Because everything I do, I do in accordance with the law and I will not allow anyone and any letter to offend the common sense of the citizens of Zeta and the president of the SO, and especially not the body I head, because the competences of the president of the SO and SO are not prescribed by the letter from the SEC- but by the law and the Constitution", he stressed.

The proposal for a declaration on the cancellation of the recognition of Kosovo was announced at the end of April, a few days after Montenegro supported the proposal for Kosovo to join the Council of Europe (CoE). SO Zeta has 32 council seats, 16 of which are held by the club "For the Future of Zeta", the Democrats six, the SNP one, the opposition Democratic Party of Socialists (DPS) eight, while the former representative of the Democrats Rajović acts as an independent councillor. Club "For the future of Zeta" has the majority to make a decision on canceling the recognition of Kosovo, given that SNP councilor Slađana Kaluđerović announced her support for their initiative.
