The Network for the Affirmation of the Non-Governmental Sector (MANS) announced that the data analyzed by that NGO show that several political entities, during the past presidential and last year's local elections, made unauthorized copies of voter lists, which is why, as they stated, there is a suspicion that it was violated Personal Data Protection Act.
According to MANS, the voter lists were copied by the Democratic Party of Socialists (DPS), the Europe Now Movement, the URA Civic Movement and the Biram Bar electoral list, which is why MANS today sent initiatives to the competent Agency for the Protection of Personal Data and Free Access to Information ( AZLP) with an invitation to react urgently.
"The official report on funds spent during the presidential campaign that DPS submitted for its candidate, Milo Đukanović, also contained information on the costs of copying election materials and voter lists. Thus, the amount of 300 euros was paid to the Municipal Election Commission of Cetinje for the service of photocopying election materials ' while another 338 euros was paid to a private company to carry out 'copying the voter list books of the Municipality of Herceg Novi'", MANS announced.
According to that NGO, during the campaign for the presidential elections, the voter lists were copied on several occasions by the Movement Europe now, and the service, they said, was performed by a private company for the amount of around 250 euros, as stated in the official report on the funds spent. for the campaign of the current president Jakov Milatović.
Similar examples were recorded during last year's local elections, held in October in several Montenegrin municipalities, MANS said.
"The data show that the Civic Movement URA copied voter lists while in the local elections in Bar it led the electoral list 'Dr. Dritan Abazović – Može Bar! Može Crna Gora!', and the lists in that city were copied by the DPS and the newspaper 'Radomir Novaković Cakan "I am voting for Bar". All listed political subjects copied the voter lists from the same private company," the announcement states.
In last year's elections in Danilovgrad, the DPS led the electoral list "The Right Thing - Coalition Stably Forward for Danilograd", and the official reports also revealed the cost of copying the voter list in the amount of 80 euros, which was paid to the Municipal Election Commission of Danilovgrad, MANS said. .
They said that this NGO submitted initiatives to the competent AZLP today due to the suspicion that DPS, PES, URA and Biram Bar violated the Personal Data Protection Act and used private data of citizens without authorization.
Voters' lists, they remind, contain personal data of citizens, including the identity number, and their unauthorized possession is a violation of that law, punishable by a fine of up to 20 euros.
"On the other hand, the Montenegrin Law on the Electoral Roll stipulates that political parties and other authorized entities can access the electoral roll only through a computer connection (with the help of an 'advanced electronic certificate'), which is provided by the Ministry of Internal Affairs. In the same law, states that 'the information system for maintaining the voter list is protected in such a way that the data from the voter list cannot be copied or printed, but an insight into the same can be achieved'", added MANS.
They expect the AZLP to determine in an urgent procedure how the mentioned political parties "came into possession of the voter list they copied", who all had access to the personal data of the citizens and whether and to what extent the information system of the Ministry of Interior related to the management was compromised. voter list.
