Citizenship policy is a sensitive issue that, among others, significantly affects the voter list issue, because citizens of Montenegro who meet other additional conditions have the right to vote.
That is why, say the Center for Democratic Transition (CDT), it is necessary to start an inclusive dialogue on the creation of a citizenship policy that enables the realization of all the rights of citizens, but at the same time takes into account the state's interests.
"The citizenship policy conducted in the previous long-term period was well thought out. However, it is necessary to review whether all the effects of that policy were equal for everyone, whether anyone was discriminated against in the process of conducting it, and whether there were any negative phenomenon. If these phenomena were present, they must be corrected, and not used as an excuse to change the structure of citizens, which in the long term can be an instrument for influencing the future electoral process by neighboring countries," states the CDT statement.
In this sense, the activities on the liberalization of the citizenship policy during the Government of Zdravko Krivokapić, as they point out, represent "a bad example and way of dealing with this serious state issue".
"Also, a citizenship control system must be established in such a way as to legally further specify its procedure with an emphasis on the possibility of confiscating Montenegrin citizenship when it is unequivocally established that citizens have acquired citizenships of foreign countries without a legal basis, especially those in the surrounding area," he concludes. in the announcement of the CDT.
