Acting President of the Democratic Party of Socialists (DPS) Danijel Živković called on all citizens not to participate in the population census and, as he said, not to participate in "this fraudulent process".
He said that they tried with the authorities to reach a mutual agreement on postponing the census until the conditions for its holding are created.
"In addition to all our requests and good will and requests that we sent, the desire to participate in the organization of the census, the Government and Monstat have behaved ignorantly all this time. They have not met any of our requests, you have seen our 17 requests, even though they are on we would have answered a few if we had a regular process. I'm talking first of all about the control of that process," Živković said at the press conference.
However, as he added, their goal was clear - to maintain the census in this environment and enter already prepared data into the system, so that they could carry out ethnic engineering.
"Whoever participates in this census gives legitimacy to the fraudulent process".
He reminded that the Main Board of DPS made a decision to boycott the census last night.
He believes that the goal is "ethno-federalization", that is, "turning Montenegro into Bosnia and Herzegovina".
Responding to the invitation of the Minister of Finance, Aleksandar Damjanović, that if they want to supervise all census operations they can do so, he said that it is not a problem to sit down and come to an agreement.
"If there is Mr. Damjanović's will, let them postpone the census and arrange monitoring," said Živković.
He said that he and Damjanović had two meetings with representatives of Monstat, where they clearly stated their demands.
"Everything we said to you, we also said to Mr. Damjaanović. Instead of reaching a consensus about the control of that process, now that all actions are procedurally completed, when we have elected census commissions and enumerators and instructors in almost all municipalities, to the point that we now need to participate in the control process".
He stated that in 2011 there was complete control from the beginning to the end of the process.
He reminded that yesterday the European Parliament voted a resolution on Montenegro with an amendment to postpone the census, but "they ignored that too".
Speaking about possible punishments for citizens, he said that citizens can take him as an example, because he "will have a lot of obligations on those days" and that enumerators will not be able to find him at his home address.
Živković pointed out that no one's apartment can be entered without a court order and that the penalties prescribed for boycotting the census are not as presented by Monstat.
"I am ready to go to court to defend this position," said Živković.
He said that the recent leader of the DPS, Milo Đukanović, was at the session of the Main Board of that party and that his position is that the census should be boycotted.
"When it is Abazović's interest to carry out something like this by force, then it is serious manipulation and fraud," Živković assessed.
He said that Monstat "can intimidate citizens", but that there is a clear provision in the Resolution of the European Parliament "that citizens must not be intimidated".
Živković said that all they are asking for is to establish control mechanisms in a stable environment.
He said that DPS is not against holding the census, they are just looking for minimum conditions from what was in 2003 and 2011.
He said that it is a special story that the neighboring country is involved in how citizens should express themselves, recalling the statements of religious leaders and billboards placed in several Montenegrin municipalities.
"In such a political environment, with the prime minister in a technical mandate who says that the census should be held and that he is not interested in the opinion of the European Parliament when it is the interest of Abazović, then it is clear that this is serious fraud and manipulation. We will not participate in that process and we will not legitimize it," said Živković.
"The government failed in advance"
Speaking about the new government, he said that it is "a failed government in advance" and that it will quickly lose legitimacy in the parliament, just like the previous two governments.
"This is a pro-Russian, anti-Western, anti-European government. In that government, there will be structures like the former DF. Andrija Mandić should be the president of the Assembly, who is anything but European," he said.
When asked how he sees the fact that the Albanian parties have accepted participation, he said that they are autonomous political subjects, but that this does not change their qualifications for the government, and that they themselves will bear the consequences of participating in the government with ZBCG.
