The president and members of the Administrative Board were elected, which ended the constitutive session of the parliament.

The administrative board has 12 members - two members will be from the Europe Now Movement (PES), and one each from Nova, DNP, Democrats, SNP, the Special Club of Deputies and the Albanian Forum.
Vasilije Čarapić, Simonida Kordić, Zdenka Popović, Vladislav Bojović, Dragoslav Šćekić, Radinka Ćinćur, Nikola Camaj, Mihailo Andušić, Zoja Bojanić Lalović, Kenana Strujić Harbić, Ana Novaković Đurović and Branislav Nenezić were elected as members of the Administrative Board.
52 MPs voted and all of them voted yes.
Manidć called on the Administrative Committee to propose the members of the other committees as soon as possible.
He invited the presidents of parliamentary clubs to the collegium in 15 minutes.
"We have an important agreement," Mandic said.
At the collegium, they should agree to work on the new session where the government will be elected.
Boris Pejović from the Europe Now Movement (PES) and Zdenka Popović from Democratic Montenegro were elected vice-presidents of the Parliament of Montenegro.
53 deputies voted for Pejović and 54 for Popović.
"The proposals were adopted and Boris Pejović and Zdenka Popović were elected vice presidents," said Mandić.
They took the oath.
The Administrative Committee of the Assembly will have two members from the Europe Now Movement (PES), and one each from Nova, the DNP, the Democrats, the SNP, the Special Club of Deputies and the Albanian Forum.
PES originally asked for three seats in the Administrative Board, but after a few hours of deliberation, a compromise was found, Vijesti has learned.
Amer Smailović (Bosniak Party - BS) said that BS will support these candidates in order to democratize the parliament and that he expects them to contribute to the parliamentary dialogue.
Deputies will vote secretly for both candidates for the vice-presidents of the Assembly - Boris Pejović (PES) and Zdenka Popović (Democrats).
Anđela Vojinović (Democratic Montenegro) explained the proposal for the election of Zdenka Popović as the vice-president of the Assembly.
She read the biography of Zdenka Popović and added that she is an extraordinary woman and that she will perform her duties with dignity and principle.
"I also have one regret that today I am proposing a candidate from a less represented gender, even though women make up the majority of the population..." she said.
She said that the Assembly must reflect inclusiveness.
The President of the Parliament of Montenegro Andrija Mandić said that he proposed that the Parliament have four vice-presidents.
The proposal of the decision as a whole was supported by 46 members of parliament, there were no objections and no abstentions.
Mandić said that the conditions for proposing candidates have been met.
He also said that two candidates from the parliamentary majority were proposed, Boris Pejović from PES and Zdenka Popović from Democratic Montenegro.

She was on the list led by the Europe Now Movement.
The President of Free Montenegro Vladislav Dajković congratulated Andrija Mandić on his election as President of the Parliament of Montenegro and said that this is a historic day for Montenegro and the Serbian people.
"Dear President of the Parliament of Montenegro, Mr. Mandić, I heartily congratulate you on your election to one of the three most important positions in the country - the position of Speaker of the Parliament. I see your appointment as a historic step towards correcting the historical injustice that has befallen the Serbian people in Montenegro in the past decades, and which you selflessly witnessed with your struggle and sacrifice. Finally, as a younger colleague and as someone who belongs to the corps of Serbian politicians in Montenegro, I am convinced that you will perform your function honorably and honestly, to the joy and well-being of all citizens of Montenegro," said Dajković in the announcement.
The President of Prava Montenegro, Marko Milačić, congratulated Andrija Mandić on his election as the President of the Assembly and said that he is proud that a united, reconciled and unyielding Montenegro is winning.
"Today showed that the fight for a true and just Montenegro was not in vain, that decades of persecution, arrests and belittling of the Serbian people were part of the road that we obviously had to go through in order to finally pave the way for equality in the country that gave birth to us, and whose love they stole from us publicly and with the applause of many," Milačić pointed out in the announcement.
He added that he was proud.
"Today, I am proud that our struggle was not in vain and that Andrija Mandić was elected president of the Parliament of Montenegro, who himself went through decades of labeling and bullying of defeated policies that must never be repeated to us. Hereby, on behalf of the True Montenegro and on my own behalf, I congratulate the assumption of office of the President of the Parliament of Montenegro. In the desire to perform the function of the President of the Parliament of Montenegro successfully, in the true faith and measure of a truly free Montenegro, I am proud that a united, reconciled and insubordinate Montenegro is winning," said Milačić.

In the secret ballot, 49 MPs voted for the election of Mandić, and there were no votes against.
MPs of ZBCG, Movement Europe Now (PES), Democratic Montenegro, United Montenegro, Albanian Forum, Socialist People's Party (SNP), as well as MPs Radinka Ćinćur and Jevrosima Pejović voted for Mandić.
Members of the Democratic Party of Socialists (DPS), Social Democrats (SD), Bosniak Party (BS), Democratic Union of Albanians (DUA) and Citizens' Movement (GP) URA did not attend the vote.
The MPs voted on the proposal that Andrija Mandić be the President of the Assembly, after which the Speaker of the Assembly Milan Lekić took a break to determine the results of the vote.

People from the parliamentary service removed the black tapes from the microphones after the DPS MPs left the hall.
The deputies of SD, BS and DUA also left the session. In the hall, during the voting, there is not even a representative of the GP URA.
V. d. DPS president Danijel Živković said that the party will not participate in the vote for the head of the Assembly.
"We leave you alone to participate in this black day. Let this black ribbon remain a sign for this black day of democracy," he said, after which the DPS MPs hung black ribbons on the microphones and left the session.
Mandic said that he would like to thank all the discussants.
"This is the longest discussion about a candidate. I don't know that so many insults have been hurled at an individual. Let it serve everyone's honor. If I get the support of the parliamentary majority, my mission is to reconcile Montenegro, and I will act like that. We fought are here with the founders of your party, Milo Đukanović, Duško Marković... What you have done today would never have happened to them. But it is your choice and you have decided for it," he said.
The search is over, and a break is given. It should be followed by the election of the head of the parliament.
MP Nikola Zirojević said that Mandic is not a problem for him, because, as he said, his policy is consistent, but that the problem is the people from the new majority.
DPS MP Aleksandra Vuković said that Mandic is a denier of Montenegrin independence, a man who swore that he would never recognize the independence of Kosovo...
"Today, the first person in the Assembly becomes the one who did not want this country and whose citizenship is secondary to him. This political debacle is coming to Montenegro from a bunch of new politicians... Today, a government is being elected that depends on the support of the ZBCG coalition thoroughly and in the majority. DNP MP Milan Knežević assessed that the current debate on Mandić is the longest debate on the election of the President of the Assembly.
"We work according to the rules from the Rules of Procedure, which you passed. It didn't bother you when you voted on the Rules of Procedure from these lines and did what you did," he added.
DPS MP Jevto Eraković assessed that limiting the discussion was an act of "political cowardice".
"You know why you are afraid of words? Because you know who you are bringing to the head of the Montenegrin parliament. Today you will elect a man who smiled with satisfaction standing next to a person who cursed the citizens of Montenegro three times and three thousand times calling them communist bastards. The head of the parliament should that a citizen of a neighboring country who kicked out the future prime minister from the presidential race, who is also a citizen of that neighboring country, should come to the head of the parliament a man who betrayed and sold this country, and who was convicted in the first instance for attempted terrorism. will vote for Mandić will remain on their face as it remained on the names of those who raised their hands at the Podgorica assembly.
