Head of the opposition club of the former Democratic Front in Budva Marijana Božović she scheduled a meeting for Friday of all 18 councilors of that ruling alliance, the New Serbian Democracy and the Democratic People's Party of the party, in order to solve the problems after several months of political crisis.
It was confirmed by the "News" that Božović requested that the councilors meet in order to start things from a deadlock, because for more than a month in the former Front there is no unity regarding the key priorities - the candidate for the vice president of the Municipality, but also the strategy of how the government will function in the remaining three years of the mandate.
Turmoil in the former DF Budva has been going on since the summer, when the councilors first left the club Mladena Kazanegre, who publicly expressed dissatisfaction with the way the city is managed since the arrest of the Mayor Milo Božović.
That the strongest political alliance in Budva was divided was clear at the end of July, when three more Front councilors joined Kazanegra, Kristina Rafailović, Milica Babić i Filip Vujović, who refused to attend the assembly session, demanding that the vice-president of the Municipality be elected urgently and thereby unblock the administration. They made it clear that they are dissatisfied with the way in which the president of the Municipal Assembly has been managing the city since mid-April, when Božović was in the Spuška prison. The passions subsided to some extent after the leaders of that political alliance got involved Andrija Mandic i Milan Knezevic, who held talks with representatives of both sides.
Although the public was denied what the agreement was, "Vijesti" was told by several sources at the time that four councilors agreed to come to the session in August, with the promise that, if the Special State Prosecutor's Office filed an indictment against Božović, he would be elected. the vice president of the Municipality.
For a full month, there has been turmoil regarding who will be in the seat of the second man of Budva.
Although Božović unofficially offered the position to Jovanović if the latter managed to secure the support of 17 councilors as needed for the election, the current president of the Municipal Assembly did not have a majority in the committee club. Jovanović recently denied that he was a candidate, but that's why he confirmed the writing of "Vijesta" that she was a candidate Jasna Dokić, current director of the city Waterworks.
Jovanović even said that an agreement had been reached and that Dokić had a majority, that is, a half-majority, as needed for the Municipal Assembly to elect her, but even that was called into question. Whether she will really be a candidate will be known after the meeting on Friday.
"Vijesti" has learned unofficially that the DF election headquarters proposed to elect two vice-presidents, as the Municipal Statute provides, so they proposed Marijana Božović as a candidate, who could get the support of all 18 councilors.
And while the passions within the DF have not subsided, until then the holding of the session of the Municipal Assembly is still on hold. The urgency in holding the session is certainly that the local parliament needs to adopt the rebalancing.
The salary goes for October, November and December, awaiting rebalancing
On Friday, the Secretariat for Finance concluded a fifteen-day public debate, and on Monday a report was drawn up, which was forwarded to the Ministry of Finance, which needs to approve the budget rebalance draft, which is a condition for it to be presented to the councilors.
This further complicates the whole situation, because the green light must be given by the new minister, who practically on the first day of work needs to approve a key document for the functioning of the Municipality. The line ministry is still waiting to give its consent to the million dollar budget deficit.
The legal deadline to adopt the rebalancing was October 31, but it has not been respected for years. The Secretariat managed to carry out diversions, so the funds for the payment of the October salary were provided earlier, but there is no more money for the payment of the November and December salaries, which depend on the adoption of the rebalance.
The payrolls were completed yesterday, but the Municipality of Budva did not respond to "Vijesta" as to whether this time they will be sent to the High Court for approval to be delivered to Božović for his signature, or whether they will wait for the election of the vice president.
