By convening a new session of the Municipal Assembly (SO) of Kolašin for November 7 under an urgent procedure (within 24 hours), just two days after the last emergency session at which the President of the Municipality was elected, the president of the SO Kolašin Vasilije Bulatović and the ruling majority led by the president The municipalities of Petko Bakić are once again abusing the institute of decision-making of the assembly by emergency procedure, it was announced from the Club of Councilors of the Movement "Together we are building Kolašin" (DPS, SDP, SD - with independent citizens).
They pointed out that the Rules of Procedure of the Kolašin Municipal Assembly provide that the assembly can be convened and make a decision under an urgent procedure "only in relation to issues and relationships for which there is an urgent need to settle, and failure to make a decision could cause harmful consequences for people's lives and property value, the proposer of the decision in this case, the President of the Municipality, is obliged to explain why the session is scheduled within a period of less than 24 hours".
They said that it is clear that the President of the SO Kolašin Bulatović and the President of the Municipality Bakić, "with this way of working 'on the spur of the moment' and without an agreement with the opposition on the collegium on the date of scheduling the session and the agenda, which is an obligation according to the rules of procedure, aims to fewer opposition councilors attend the session, so that everything ends without the presence of the public and the media, as has been the custom until now, and everything to hide the monstrous behavior of the local government from the public".
"On the agenda of the assembly are decisions on the election of the vice-president of the Municipality from among the coalition partners, as well as giving consent to the election of the director of the Kolašin Culture Center. Given that the Municipality already has a president, and the Culture Center has an acting president, we see no reason for convening the session "on raid" and the urgent making of these decisions, because by not making them people's lives are not endangered, but perhaps the personal ambitions of individuals have been thwarted," the announcement states.
"Despite this way of scheduling the session, the councilors of the Movement "Together we are building Kolašin" will attend tomorrow's session on behalf of all the citizens who voted for them," the announcement concludes.
