The Parliament also made a decision on the formation of the Committee to monitor the implementation of the Agreement on the conditions for conducting the census of population, households and apartments, as well as monitoring the implementation of the census process.
The committee will be formed on a parity basis - with seven members each from the parliamentary majority and the opposition.
The committee's work will be completed when the final census results are announced.
Deputies in the Assembly unanimously adopted amendments to the Law on the Census of Population, Households and Dwellings.
The Assembly determined that there are reasons for urgency and that it will enter into force on the day of its publication in the Official Gazette.
Ervin Ibrahimović (BS) said that the conditions were not created for the diaspora to express themselves, and that he has a question as to whether this is because there are predominantly representatives of the minority people there.
"We had a lot of mistakes, I'm sorry that we didn't provide online registration in the 21st century. I believe we are all aware of the importance of this list. I invite government representatives to come to a final answer...", said Ibrahimović.
Mehmed Zenka DUA) said that the deputies are not concerned that 15.000 to 20.000 Albanians from the diaspora will not be able to participate in the census. Of the 30.000 Albanians from the diaspora, three to four thousand will be registered, he said.
He pointed out that it could have been organized for them to be listed in the embassies.
Jovan Vučurović (NOVA) said that it is political nonsense to omit identity questions from the list, and that it is good that this list includes those questions.
Nikola Zirojević (SD) said that the census is a negative legacy of the previous government and that such a census, as it was planned to be carried out, is the final act of deepening the divisions in Montenegro, which, he said, was done from the 2020 election until the election of the Government. Milojko Spajić.
He pointed out that the date of the census was not defined by the Agreement on the Census, stating that it is disputed that everything agreed upon in the Agreement will not be able to be implemented until the beginning of the census.
Bogdan Božović (SNP) pointed out that the Government and the parliamentary majority showed enough democratic capacity and understanding for the demands of the opposition, and that they actually accepted all the demands that the opposition presented.
"I believe that there is no longer any reason to postpone the census and that it is necessary to carry it out in the period that has been indicated," said Božović.
He pointed out that the SNP-CIVIS group of deputies will support the bill.
Abazović said that he is ready to answer for every thing he did as prime minister and politician, and that he hopes that they have the same readiness.
The session continued after a short break.
During the discussion between Ivan Vuković (DPS) and Adžić regarding the support of DPS to the minority government of Dritan Abazović, Adžić said that with three deputies they managed to "row them over" and achieve their political goals. He pointed out that by overthrowing the 43rd Government, the DPS brought the Chetnik Duke to the head of the Assembly.
Vuković told Adžić that if it weren't for him and a part of the deputies who supported the minority government, he would never have been a minister.
"Take your popcorn, what you saw (on Sky correspondence) is nothing you will see in the future," said Dritan Abazović (URA).
Danijel Živković (DPS) told Abazović to wait for what will follow in the coming weeks before the Prosecutor's Office, specifically regarding him.
"Don't forget your officials, what they were doing".
Filip Adžić (GP URA) pointed out that it turned out to be a harmful decision to postpone the census that was ready and that the institutions could implement when it was planned.
"The census, which was supposed to be a month ago, would show that in Montenegro, finally, the number of Montenegrins is growing, that the citizens are free and that the story about the danger of Montenegrins is actually an attempt to cover up all the robberies that have been happening for about 30 year ...".
Milan Knežević (DNP) announced that the DNP congress will be held on December 23.
Oskar Huter (DPS) said that the Vice President of the Assembly should have reacted to Bojović's presentation, because he violated the provisions of the Census Agreement and used wording to insult DPS deputies.
"If he knows something, let him say who is the criminal here".
He pointed out that DPS is not against the census, but against the staged processes that will take place.
Bojović replied that he cannot believe that anyone is surprised by the problematization of the fact that numerous criminal-legal proceedings have not yet been initiated "against people who robbed citizens and destroyed the state's economy".
Huter said that someone else is afraid, because it is obvious that the great leader from Serbia ordered that the census will be held on November 30, "so that everything will burn".
Vladislav Bojović (DNP) said that the census in organized states serves as a database for development planning in various areas. He pointed out that the list should serve the Government, entrepreneurs and investors to plan investments.
"I want to call on the Government and the parliamentary majority to treat the results of the census in this way, regardless of the demonstration by the DPS and its coalition partners, which is reflected in the attempt to block the census," Bojović said.
He said that they condemn the campaign against the implementation of the census, because it sends a bad message that the state is unable to implement it and threatens the European path of Montenegro.
Bojović said that a boycott of the census is being announced again, behind which is solely the fear of the results of the census.
He said that the DPS announcement that they will boycott the census represents a threat to the people they think they have owed, that they will be closely monitored if they accidentally declare themselves on the census.
Kenana Strujić Harbić (BS) said that they believe that the environment is not favorable for holding the census, stating that in yesterday's interview with the Serbian media, Mandić said that he will advocate that the supreme will of the people - the Serbian language - be reflected in the Constitution.
She pointed out that as a representative of Bosniaks, she says that she will not allow the constitutional position of the mother tongue of Bosniaks in Montenegro to collapse.
She said that Bosniaks and other minorities are increasingly being targeted in a certain number of media in a negative context, and that the political reaction is mild.
The head of the Demokrata club, Boris Bogdanović, said that with the proposed law they are extending a hand to everyone, regardless of political and ideological differences and relations of power:
"The census does not serve to measure who is stronger and who is better, the census serves the state to have neat papers. The fact that with the draft law we provide the opposition with never stronger control of the census process, it actually means that Montenegro sets not only high standards, in terms of responsibility, but and becomes a regional leader in setting democratic statistical standards," Bogdanović pointed out.
He added that high standards have been set for the census, creating not only a transparent, but also a protected space for every citizen.
"It is not a list to measure who is stronger or better. Nothing will change its results there. The list is that, like any good household, we keep our papers in order. By providing the opposition with orderly and strong mechanisms of control that have never been seen before, not only we are setting new standards of responsibility, Montenegro is already taking a leading role in the region in terms of democratic statistical standards," said Bogdanović.
On behalf of the New Serbian Democracy (NOVA) club, Slaven Radunović said that the parliamentary majority met not only the opposition, but also itself with this legal solution, and that he was surprised by the reaction of the DPS.
He pointed out that there have never been better conditions for maintaining the census, stating that it takes about twenty days to create the software that allows viewing the data that has already been entered.
"There is time for that... I know that the data will be accurate, because no one has the intention of smuggling anything, absolutely no one. It would be good if no one does any obstruction," Radunović said.
The President of the Assembly Andrija Mandić said that those who come from the Serbian people, regardless of the results of the census, do not have enough deputies to change the Constitution by themselves. If the census states that the largest number of citizens speak the Serbian language, then, as he said, it should be discussed in the Assembly:
"And let's say whether it would be normal and natural for that fact to be written in the Constitution of Montenegro".
Andrija Nikolić (DPS) said that he did not remember that Mandić was a respecter of the Constitution and his own country, announcing that for him Mandić was a "wolf in lamb's clothing".
"You tell us that we want to collapse Montenegro. "Montenegro is our country and we want to have the same right to it as you do," replied Mandić.
He pointed out that there is no reconciliation with the mafia "who wanted to kill them in Nikšić", as he writes in the published Sky correspondence.
The head of the DPS club, Andrija Nikolić, said that the conditions for holding the census had not been created and that the intentions of the previous government were not good.
He pointed out that they are not naive and that they know who they are dealing with, that they know that the ruling majority includes the former DF, which based its policy on the expectation that there will be more Serbs in Montenegro.
"How can you have confidence in the integrity of that process? That is why we negotiated the conditions with the Government. We will have to sit down with the Prime Minister one more time, to see which of the conditions have been met and take the final positions", he pointed out.
He emphasized that enumerators are missing in some municipalities, that there is still no software for creating data...
Nikolić pointed out that unnamed activists are leaving the book "Map of the Kingdom of Montenegro" in front of the door of the people of Nikšić, published by the Institute for Serbian Culture, whose founder is NOVA official Budimir Aleksić.
He said that this is engineering to destabilize the state.
Miodrag Laković, head of the Europe Now Movement deputies' club, said that the technical capacities will be made available so that every citizen can check the data from their census - whether they have been authentically entered into the database. This, he said, will prevent the potential abuse of enumerators and contribute to the transparency of the process.
He said that the census should not be seen as an election, and that after the census there will be no winners and losers.
"The census will provide data related to demographics, education, traffic... I invite citizens to freely participate in the census and thus help the institutions to collect accurate data."
The Assembly unanimously accepted that the agenda should be expanded with a proposal for the formation of a temporary committee that will monitor the census process. That proposal was submitted by members of the government and the opposition.
The Assembly did not accept the proposal of GP URA on amendments to the Law on Temporary Child Support.
The proposed amendments to the Law on Temporary Child Support would, as explained in the GP URA, unblock the Alimony Fund and thus help children who are victims of irresponsible parents who do not regularly pay alimony.
The Vice-President of the Parliament Zdenka Popović said that this proposal proposed the same solutions as in the bill proposed by the Women's Club MPs in the last convocation, but due to the non-session of the Parliament, it was not on the agenda.
