Tonight, the Legislative Committee unanimously supported the Proposal for a Decision on the Formation of a Committee to Monitor the Implementation of the Agreement on the Conditions for Conducting the Census of Population, Households and Dwellings.
MP Miodrag Laković said, explaining the decision, that the goal of forming the Committee is to increase the level of transparency and trust in the census process itself.
He said that the adoption of the decision was proposed by the clubs of representatives of all parliamentary parties except GP URA.
"The reason why the proposed decision is put into the urgent procedure is because it is necessary to appoint all the members of the board before the start of the census," said Laković.
The formation of the Committee was proposed in accordance with the Agreement on the conditions for maintaining the census concluded by the parliamentary opposition and councils of less numerous nations with Prime Minister Milojko Spajić.
According to the decision, the Committee is formed to monitor the implementation of the Agreement on the conditions for maintaining the census of the population, households and apartments.
It is planned that the Board will have 14 members - seven each from the government and the opposition.
"The Committee is formed on the basis of parity between the government and the opposition with a co-chairman's method of presiding. The composition of the Committee, including the co-chairmen of the Committee, is constituted in such a way that each club of deputies has at least one member of the board, and the remaining part is proportional to the number of deputies in the club. Exceptionally, a club of deputies that is represented in the Committee by two or more members, has the right to cede the right to one more member in the Committee to another group of deputies," the Decision reads.
Co-presidents and members of the Board are elected by the Parliament of Montenegro on the proposal of the working body responsible for election and appointment.
The Serbian National Council, the Bosniak Council, the Albanian National Council, the Muslim Council, the Croatian National Council and the Roma Council in Montenegro can participate in the work of the Committee without decision-making rights.
"The Prime Minister or a member of the Government authorized by the Prime Minister, representatives of Monstat and census commissions; experts, consultants (scientific and expert) can participate in the work of the Committee, by invitation, without decision-making rights," the Decision reads.
It is foreseen that the Board makes decisions by consensus, and ceases to work with the publication of the final results of the population census.
