Minister of Justice Andrej Milović proposed that the Council of Europe (CoE) delegate experts to participate in working groups, which will focus on laws that need amendments and new legal solutions that are in the drafting phase.
The Ministry of Justice announced that today's meeting between Milović and the head of the SE Program Office, Lejla Dervišagić, discussed cooperation between Montenegro and that organization in the field of justice.
"Milović emphasized the extreme importance of SE support, especially when it comes to hiring experts who would provide support in the process of drafting and improving the legislation of Montenegro," the announcement states.
He emphasized that help at the expert level is crucial, especially in the work of working groups.
"Milović proposed that SE delegate experts to participate in working groups that will focus on laws on special and state prosecution, the Code of Criminal Procedure, the Criminal Code, as well as a number of other laws that need amendments and additions, as well as new legal solutions which are in the preparation phase", the announcement says.
It is stated that all of this together should significantly improve both legislation and the functioning of judicial institutions.
Milović emphasized that the goal of Montenegro is not only to fulfill the form, or formal harmonization with European standards, but to create effective laws, which will be applicable in practice, improving the judicial system and contributing to the development of the entire society.
"In support of Montenegro's determination to reform the judiciary in a way that is necessary for society, he emphasized the establishment of the future Special Court, which would judge acts that fall under the jurisdiction of the Special State Prosecutor's Office, i.e. corruption, crime and war crimes, which will significantly relieve system," the statement said.
Dervišagić pointed out that SE, as an international organization with 46 member countries, and its experts can be invaluable for Montenegro in finding the best solutions in accordance with European and other international standards.
She added that it is crucial that the initiative to engage expert assistance in the analysis of the draft law comes from the competent minister, and that this initiative be precisely defined so that the SE responds as best as possible to the specific needs of Montenegro and accordingly allocates assistance in the right way.
According to reports, Dervišagić expressed her strong support for Montenegro and emphasized that the assistance of the European Union is valuable in the process of European integration.
"Milović and Dervišagić expressed their mutual commitment to cooperation and working together to improve the judicial system of Montenegro in accordance with European standards," the announcement says.
It is stated that it was concluded that the Ministry of Justice and SE will continue working together in order to achieve common goals in the field of justice and strengthening the rule of law in Montenegro.
