The board made a decision and scheduled the consultative hearing of 11 candidates for members of the Judicial Council from the ranks of distinguished lawyers for December 12.
Zogović explained to the members of the Committee how the procedure for applying for candidates went and that after checking and reviewing the documents, the Committee concluded that 11 candidates met the requirements. The board conducted consultative hearings of those candidates.
After that, the committee did not make a statement about the candidates due to the absence of all opposition MPs.
"At the Collegium of the President of the Assembly, we agreed that organizing a rehearing with the candidates is an opportunity for the candidates to introduce themselves again, and for the deputies to get to know them," said Zogović.
Radunović said that this is the third or fourth time for some candidates to come to the Assembly on this occasion, and he asked the deputies who were there in the previous convocation to refrain from asking questions, and to give the new deputies a chance, so that it would end in a reasonable manner. .
"And to make it less intense than before, from a few hours for each candidate. First, to respect those people who go through this many times, and second, to make it acceptable for the citizens who follow," explained Radunović.
He also believes that it would be a great message for the Board to propose three members by the New Year.
Nikolić said that it was agreed at the Collegium to rationalize the procedure and suggested that as part of the hearing of each candidate, the representatives of the Club should have one question for each candidate.
Ibrahimović spoke to remind that the Constitution and the Law guarantee less numerous peoples the right to proportional representation.
He also said that those who are among the candidates and come from less numerous nations meet the conditions and that their election would correct injustices and show that this is a country with equal opportunities for everyone.
The board unanimously decided to hear Jovanović on Thursday, December 7 at 11 a.m.
DPS MP Ivan Vuković said that the dialogue on the census began before and against the will of the President of the Assembly, because if he had asked, the census would have started on November 1.
"Secondly, I understood the intervention of my colleague Nikolić and others as a way to protect the integrity of the Assembly, the Board, and if you want, yours personally, and not to allow someone to bring us to the brink of a fait accompli," Vuković said.
He believes that politicians' statements make procedures meaningless.
Nikolić said that, if there was a desire for an agreement, the Committee would discuss today the statement of Justice Minister Andrej Milović, who said that we probably won't have a VDT election in December because there is no willingness for Jovanović to withdraw from the procedure, as it is assumed that he does not have support.
"Any serious lawyer can interpret this as a certain type of pressure on Jovanovic, and the Board should react to that and take a position," said Nikolić and said that they could see that behind-the-scenes discussions were taking place and that it was clear to everyone.
Zogović replied that everything was done at this Committee in accordance with the procedure.
"You impute that the parliamentary majority did not start a dialogue, and in my previous address I said that there is a need for dialogue and consensus. But as you know, when the President of the Assembly started a dialogue about the census, some did not come. And now, are those who did not pretend to come or those who call, let the citizens judge for themselves".
Zogović said that today's session was designed as something that should support the argumentation about the necessity of dialogue that should follow this process, in order to reach a common solution.
"As far as bidding with the names of potential candidates is concerned, it does not contribute to this Committee doing its job without being burdened. It is completely legitimate that all parties have their views on candidates and I hope that this session will be an additional impulse to start a dialogue," said Zogović.
Zogović said that as far as the procedure is concerned, the VDT can be elected by the end of the year if the TS candidate gets a two-thirds majority.
"If he doesn't get it, we will listen to the other candidates, and then within a month at the earliest, there is a possibility that the Assembly will decide on all three candidates on the proposal of the Committee. I think that the way we started work today is completely appropriate".
Zogović explained that he had the possibility to schedule a hearing without an agreement with the Board, but that he did not do so for the purpose of dialogue.
SD MP Nikola Zirojević said that it seems to him that the candidate they should listen to has been "written off in advance", which is not good.
"On the other hand, we give support to people whom we did not have the opportunity to hear, but to get to know their biographies on the Internet and that seems very nice to us, but we did not have the opportunity to hear how they plan to perform their duties. It is very irresponsible to declare about support," Zirojević said.
He said that it is true that the selection of VDT should be resolved quickly, but not so quickly that it is not the best and highest quality solution.
"We have a candidate who is the first choice of the TS. I don't think it's good to write her off in advance, but to really take it into account. Just as we reached an agreement regarding the seventh judge of the Constitutional Court... It is in the interest of all of us to reach a general agreement, but I think that this way is not the best way".
PES MP Darko Dragović does not agree with the opposition MPs and says that this Committee is the beginning of the dialogue regarding the election of the VDT.
"It's good that it's an institutional dialogue, and not some informal and backroom dialogue outside the institutions of the system. It's a good thing that more than half a year after the TS proposal, we started the entire procedure, and it's a great thing that Jovanović is heard as soon as possible," he said. MP of PES.
Commenting on the allegations that one of the deputies affirmed one of the candidates, he says that this is a good way to continue the dialogue with the aim of choosing the best candidate or reaching a consensus.
"We are talking about the candidates who have been submitted and about whom we need to decide, and not about some third parties, i.e. lawyers who are not candidates for the election of the VDT", said Dragović.
Bosniak Party MP Ervin Ibrahimović said that this is the first test.
"First of all, I am in favor of choosing people based on their professional and professional quality and delivering the rule of law in the truest sense. We need to create the conditions for having the best quality people and being able to choose them... We have not created the conditions until today for the VDT to be Bosniak, we do not create the conditions for minority people to be presidents of the Supreme Court. That is not democracy. Both the Constitution and the Law give us certain rights and require sensitivity".
Ibrahimović added that today's session is an opportunity to move in the direction of correcting something in which mistakes were made before, and that every suggestion from the opposition should be understood as well-intentioned.
DPS MP Nikola Rakočević said that it is good that the exchange of opinions has started, which must be institutionalized.
"Montenegro faces two key tasks that concern our board. One is to increase the level of democracy in society and strengthen more independent institutions, and on the other hand, Montenegro's membership in the EU," Rakočević said.
Rakočević states that the parliamentary majority did not find it appropriate to start a dialogue and claims that there are doubts that the reason lies in the fact that they are looking for a way to conduct the dialogue within the circle of the parliamentary majority.
"That the inclusivity you are talking about should be based on the following, exclude part of the parliamentary parties, and then make inclusivity. That is the model we are witnessing today. If it is not like that, you would agree to listen to the candidate on Thursday, but we appeal to the leadership of the Assembly to start a dialogue. "Unfortunately, we have a debate about whether we need dialogue or not," Rakočević said.
His proposal is to hear Jovanović, but to reach an agreement by Thursday at the Collegium to open a conversation about all upcoming appointments in the judiciary.
"Because only by agreement between the government and the opposition can we reach good solutions or, if you want, a solution at all," Rakočević said.
PES MP Vasilije Čarapić agrees that the first step is to interrogate Jovanović.
"We have heard allegations here that there are behind-the-scenes dialogues about some candidates and that this is being promoted through the media. So if they go to the media and present their views, where are the behind-the-scenes actions," Čarapić asked.
He added that the agreement regarding the VDT and the three members of the Judicial Council should come as a product of a broad consensus.
"I think it is completely appropriate for everyone to have their views, to test them in public and to reach a solution. I don't see how we can have a dialogue without mentioning concrete solutions. That dialogue is being held, the only question is whether the opposition ready to take part in it constructively," said Čarapić.
Radunović told Nikolic that the path predicted by the President of the Committee was normal.
"We have a prescribed procedure. What newspapers write about, newspapers write about everything. They attack us all. Someone says who is the closest candidate to him, someone doesn't say. But that has nothing to do with the good will of the overall coalition, which has a majority in parliament, to discuss all issues which are important for the development of Montenegrin society. The fact that some of our colleagues may have heard a name that is not on the list immediately in the first round, that is their right, they can be dissatisfied with the candidate proposed by TS. This does not mean that they are not there is a will for dialogue," said Radunović.

Board President Milun Zogović proposed that the consultative hearing of the candidate for VDT, Maja Jovanović, be held on December 7.
He said that he consulted with the service and with Jovanović, who will be available then.
The committee has the obligation to listen to the candidate proposed by the Prosecutor's Council and submit a report to the Assembly.
Andrija Nikolić said that they should agree on the hearing of the candidates, without having a political dialogue on the table.
"That responsibility lies with the parliamentary majority. The balance of power is now slightly different than in 2013, but that does not mean that we should destroy the basic political principle that established these solutions, and he says that in order to agree on appointments in the judiciary, it is necessary to reach a political compromise , in the wake of the dialogue previously conducted by the government and the opposition. We can agree on the date itself, depending on the technical assumptions and the availability of the MPs, but it seems to me that we messed up the order of things and that the initiative to discuss the candidates should have followed," he said. is Nikolić.
Slaven Radunović, MP of the Coalition for the Future of Montenegro, said that Nikolić is wrong and that they cannot take positions until they hear Jovanović.
"After all, now we only have one candidate. I don't see why we should have a dialogue that either suits or doesn't suit. Scheduling the hearing session is the natural course of things, to get to know Jovanović and what he has to say, and then to talk and see can we secure a two-thirds majority for her election," Radunović said.
He explained that there might be more opportunities for dialogue if Jovanović is not elected, so we will have new candidates in the next voting cycle.
Nikolić told him that with his statement he opposed the majority of the parliamentary majority.
"What you said makes sense if you don't run media promotion for other candidates beforehand, so you are hinting to us and to the wider Montenegrin public that there are certain behind-the-scenes political talks. Because the media promotion of certain candidates, which is constantly taking place, speaks in favor of the fact that certain parliamentary clubs came up with the names of candidates who should come to the hearing procedure after the candidate proposed by the Prosecutor's Council," said Nikolić.
Social Democrat MP Nikola Zirojević was elected deputy chairman of the Committee.
DPS deputy Andrija Nikolić said he was proposed by the opposition after consultations.
The Committee for the Political System, the Judiciary and the Right should make a decision at today's session on holding a consultative hearing of the candidate for the election of the Supreme State Prosecutor.
Also on the agenda is the decision to hold a consultative hearing of candidates for the Judicial Council, as well as the election of the Board's deputy.
