The councilors of the Herceg Novi Municipal Council unanimously adopted the Decision on amendments to the decision on the participation of the Municipality of Herceg Novi in solving housing issues of civil servants and state employees.
The decision implies that instead of 44, civil servants and state employees will get 48 apartments in buildings on Topla.
Most apartments - 30 will belong to Herceg Novi educators, 11 will belong to the employees of the Security Center (CB) Herceg Novi, one to employees of the Health Center, two apartments to employees of the judiciary of Montenegro and four to kindergartens "Naša radost".
According to the amended decision, Petar Ognjenović, head of the Herzegovina Security Center, will not receive a free apartment in one of those buildings, but will be able to apply for the purchase of an apartment on favorable terms, just like other interested parties.
flats on Topla owned by the company "MBD Invest" in bankruptcy, and Solidarno Housing Cooperative and Crnogorska kommerciolja banka concluded an agreement that educators and other interested parties can buy an apartment in those buildings on favorable terms.
The original decision stipulated that the municipality waive its claims in the bankruptcy proceedings before the commercial court in the amount of about 168.000 euros of principal debt in the name of unpaid funds for participation in communal equipment and about 40.000 euros of interest, and that instead of these funds, it would receive an apartment that was by the original decision, it was intended for the head of the Herzegovina Security Center, Petar Ognjenović.
The President of the Municipality, Stevan Katic, explained that the total claims in the bankruptcy proceedings are greater than the estimated value of the residential buildings, which means that the local administration will not be able to collect its claims, which means that it will not get a free apartment.
He said that the trade union organizations of the Herceg Novi Security Center were allocated 10 or 11 apartments instead, which means that Chief Ognjenović, like everyone else, will be able to apply for the purchase of an apartment on favorable terms.
Tamara Vujović, councilor of Democratic Montenegro, asserted that the process of allocating apartments is a "chronology of the previous government".
"One apartment is assigned with a first and last name, which is a precedent. And that individual can solve his housing issue, just like the others, but not for free," said Vujović, stating that everything was done transparently.
According to the parliamentary decision, the Union of Education is obliged to transfer the right of use to two plots of land - one of 1.600 square meters in Savina, which was previously allocated to them for solving their housing issues, and the other of 620 square meters in Baošić. After that, a decision will be made on the loan of 205 euros for the completion of the works on the buildings on Topla.
DPS councilors claimed that the decision could have been made at the previous assembly session last week, and that way a stressful situation would have been avoided for everyone waiting for an apartment in the buildings on Topla.
DPS councilor Dragan Janković reacted to the Democrats' earlier claims that four apartments in the buildings on Topla were "hidden" and that they were intended for DPS officials.
"We didn't know about the existence of four more apartments. Which of the officials, members or activists of the DPS should have gotten that apartment," Janković asked, asserting that it was a matter of Democratic spin.
