Program Director of the Civic Alliance (GA) Milan Radovic he assessed that the degree and dynamics of reforms in the prosecutor's organization will largely depend on the decision of the deputies on January 27, when the parliamentary session is scheduled to vote on the election of the Supreme State Prosecutor (VDT).

Radović pointed out that the election of the VDT is an important obligation that Montenegro must fulfill and that it is significant, above all, because of the continuation of negotiations with the European Union (EU).

"However, although it is extremely important because of the current moment in which we are, the election of the VDT is also important because of the further reform of that institution in terms of independence and facing all challenges, such as the fight against corruption and organized crime," he said. He assessed that there were clear messages received from EU partners on that and other issues related to the judiciary:

"Institutions must work at full capacity, and the government is obliged to create preconditions for the independent and efficient work of the judiciary."

Radović said that the positive signals regarding enlargement, which are sent from the EU, can only be an incentive for decision-makers to take a responsible approach to facing the challenges in that area.

"We want to believe that our MPs are aware of these facts and responsibilities and that a solution will finally be reached through dialogue".

He emphasized that it is important for the process to be based on dialogue and to be inclusive in terms of the widest possible support of political parties.

In this way, he said, confidence would be instilled that during the elections, decisions were not made by a narrow party, but by the interests of society as a whole.

"The degree and dynamics of reforms in the prosecution organization, as well as the establishment of the rule of law and legal security in the country, will largely depend on the decision of the deputies on January 27."

Asked if he expects Montenegro to make progress in the negotiations with the EU at the beginning of this year, he said that in the past few months it can be said that the implemented activities, based on dialogue, have yielded results and made key steps in terms of unblocking the EU integration process.

"What is worrying is that in the past few weeks the Government made some decisions hastily and without consulting the wider and above all the expert public".

He pointed out that this is worrying because, as he assessed, that way can have a negative impact on what has been achieved so far, and it can cause doubt among EU representatives and affect their current mood regarding enlargement.
