The committee club "Movement Europe Now" of the Capital City claims that the former mayor of Podgorica, Ivan Vuković, encouraged members of the Protection and Rescue Service to travel to Turkey and that he knowingly led them to circumvent established international practice as well as national procedures.
The party stated that the criminal report submitted to the Special State Prosecutor's Office by the Mayor of Podgorica Olivera Injac and the Secretary for Local Self-Government and Cooperation with the Civil Society of the Capital Slađana Andušić against the former commander of the Protection and Rescue Service, Goran Janković, indicated the existence of grounds for suspicion. to numerous abuses that damaged the reputation, but also damaged the capital city's budget.
"On this task, out of 18 members of the team, only three received training on search and rescue from earthquakes, while five members of the team were employed four days before the trip. However, even though Vuković encouraged the members of the Service to violate procedures and, despite their lack of experience, travel to To Turkey, the former mayor did not approve the payment of the variable part of the salary, which is why 18 decisions of the then commander Janković were annulled," the Podgorica PES press release states.
They add that Janković "employed 27 people outside of the cited decision with the decision on establishing an employment relationship, of which he issued decisions on establishing an employment relationship for three persons without public announcement".
"The way in which the members of the Service were trained is best illustrated by the fact that Janković directed an administrative worker to a diving course, thereby preventing the training of one of the members of the operational team. Although a significant part of the documentation was destroyed in an attempt to conceal part of the facts, the criminal report included numerous abuses that Janković carried out for an extended period of time, and refer to the violation of laws and other legal acts, along with the adoption of dozens of decisions on determining work longer than full-time and paying the variable part of wages in violation of the law. The above-mentioned decisions on overtime work were made every month, with violating the permitted overtime hours, for regular activities, regardless of the season, even for administrative workers, for tasks that were not sudden and extraordinary, and that could be performed within the framework of regular work, for which he also received a warning from the head of the Service at the time for the realization of the executive function of the mayor, Ivone Međedović", announced from PES.
It is stated that during the time he was the commander of the Service, Janković made "numerous decisions on employment outside of the cited decisions on the selection of candidates" and that he established a working relationship with persons who did not meet the requirements.
"That the former government treated the resources of the citizens of Podgorica as if they were their personal property is also shown by the fact that during the time when Janković was the commander of the Service, valuable equipment was scrapped, which reduced the service's operability and efficiency, as well as the violation of prescribed quotas that the material and financial resources were used to obtain benefits exclusively for Janković are also shown by the orders he issued to employees, which refer to the performance of craft work on the production of (wooden) furniture for his own needs, on the premises Protection services - Service for the servicing and maintenance of PP apparatus. In addition, in most cases, contrary to the provisions of the Labor Law, Janković decided on his rights and obligations, exceeded the order and during the election day acted in accordance with a request sent from a private email of an unknown person , and assigned members of the Protection and Rescue Service to several locations in the city. Also, the former commander of the Service also carried out commercial activities related to the delivery of water, without the existence of a report on their purpose. Thus, for a period of three years, the Service, within the framework of commercial activities, performed over 300 water transportation services, for which there is no financial or other documentation," PES announced.
They add that during Janković's mandate, one of the annual, official reports on the work of the Protection and Rescue Service was also missing.
"What further caused the adoption of the report on the protection and rescue system of the Government of Montenegro, which was adopted for the first time without data related to the capital city", the announcement concludes.
