The Council for proposing the names of settlements, streets and squares of the Capital City is obliged to consider every initiative that comes to it.
This was announced to "Vijesti" by the president of that body, Boris Pejović (Mokret Evropa Sad), responding to the appeal sent to him yesterday by the independent councilor and member of the non-partisan Civic Initiative "May 21" Aleksandar Saša Zeković, that the proposal to have one of the streets in Podgorica named after the former Federal Minister of Defense Pavlo Bulatović.
Zeković said that this should be done "if Montenegro strives to stop the further polarization of society".
The proposal to name one of the streets in Podgorica after Bulatović was submitted by Democratic Montenegro councilors Mitar Vuković and Vladimir Čađenović.
"Bulatović was also part of the politics that carried out the Great Serbian and puppet coup in Montenegro (1989), and later he was killed... If we strive to stop the further polarization of our society, we should abandon this proposal, because it objectively does not exist no argument for its adoption," Zekovic told "Vijesti" yesterday.
Pejović said that, not wanting to contribute to the politicization of any proposal that meets the technical and legal requirements for determining the proposal for the names of settlements, streets and squares in the Capital City, he has the obligation to "from the position of first among equals in the Council for proposing settlement names , streets and squares consider every initiative".
As he pointed out, the Democrats' proposal to erect a memorial to Bulatović in Podgorica by naming the street will be considered when it is delegated to the agenda, with the proponent's explanation.
"Also, as defined on the basis of the Rules for determining proposals for the names of settlements, streets and squares in the Capital City area, in order to determine the quality of proposals, the Council can consult competent professional, scientific and cultural institutions or individuals," Pejović explained.
He stated that at the previous session of the Council, decisions were made by consensus for almost every proposal, adding that he is convinced that this practice will continue.
"Our fellow citizens expect ideas and solutions from their representatives, which can improve their quality of life, so it is our responsibility to solve all existing and emerging proposals and dilemmas in a constructive approach and without tensions," said Pejović.
In his address to Pejović, Zeković stated that he had been contacted by numerous activists in recent days.
"And the most reputable non-governmental organizations from the country and the region that are dedicated to transitional justice and the process of dealing with the past. All of them are worried about the publicly announced information that, in the foreseeable future, Pavle Bulatović may receive a memorial in Podgorica. Council for proposing the names of settlements, streets and squares to the Assembly of the Capital City of Podgorica should not become a body that defines and interprets our past outside of the facts and that could be recognized as a platform for the rehabilitation of Slobodan Milošević's politics," he said.
According to him, "the politics to which Bulatović also belonged, and in the name of which wars were fought, has no humanistic significance and has nothing to do with the state, social, economic, scientific or cultural development of Montenegro."
Pavle Bulatović, Minister of Defense of the former Federal Republic of Yugoslavia (FRY), was killed on February 7, 2000 in Belgrade, in the restaurant of the football club Rad na Banjica.
The crime has not yet been solved.
