For more than four hours, the discussion of the councilors at the session of the Municipal Council of Tivat on the Annual Report on the work of the President of the Municipality and the work of the local administration bodies and services of the Municipality of Tivat for the year 2023, i.e. the Report on the state of spatial planning of the Municipality of Tivat for the past year.
These two capitally important documents, which sublimate the work of the entire local administration in the past year and its results, that is, the situation in the area of Tivat, aroused the great interest of the opposition councilors.
They praised the good moves of the administration of Mayor Željko Komnenović (Narod Pobjeđuje), especially in the domain of achieved budget results, but also harshly criticized certain parts of these two documents, especially those related to the bad attitude of certain state services and companies towards Tivat, such as the Administration until recently for cadastre and state property and JP Morsko dobro, which did not send the requested data to the Municipality about the state of the areas under their jurisdiction.
Therefore, as heard, the councilors and the public of Tivat do not have information about the situation in the local cadastre, i.e. whether Morsko is working well or not in the most attractive part of the area of that municipality - its sea coast, i.e. what is happening in general at over 16 percent total area of that municipality.
"With a minimum of political stability, the maximum results were achieved in 2023 and the best effects are the last ten years. We have improved collection of all revenues and collected about 27 million euros in the budget, the realization of capital investments of more than 80 percent and completed some investments that previously, unsuccessfully waited for years. We will continue intensively in that direction with the greatest emphasis on improving the traffic infrastructure," said Komnenović, praising the successful implementation of IPA projects and pointing out that Tivat has just received a project worth over 200.000 euros from Norway, which will provide an electric city bus and two chargers for it.
"When the line is drawn, I am proud and very satisfied with what we did as a local government in 2023," Komnenović summarized, adding that he expects progress in the work of state institutions, such as the cadastre department in Tito, which has over 5.000 pending cases and is in the worst condition. from all cadastres by municipalities in Montenegro.
Vatroslav Belan (LP) criticized the volume of Komnenović's report on the performance of local government functions in 2023, which was written on 130 pages and in which, as he said, "unnecessarily detailed and most often did not separate the important from the non-essential", but he wondered why in that document "minimizes the role and work of the vice-presidents of the municipality Andrija Petković (BF) and Jovan Brinić (KL), about whom there are only three sentences in total".
He wondered why the manager of the Municipality no longer works "on projects that are directly related to the Municipality and on attracting money from EU funds", and criticized the work of the Office of the Chief City Architect, which transferred 40 percent of all cases accepted for work to this office as unresolved. last year.
Dubravka Nikčević (DPS) pointed out that it bothers her that the vice-presidents of the Municipality "are not actually officials, but only the mayor's officers because they are part of the Office of the Mayor of the Municipality", she called out the local administration for allegedly boasting about good cooperation with state bodies, and for years it cannot solve any more significant urban problem in which the role of any state body is needed.
"When you took power, you immediately dismissed over 40 people you found in the Municipality. In the meantime, however, you started new intensive employment in the Municipality, and for the unfulfilled promises and inefficient work of the administration, you justify the alleged insufficient number of personnel in the local administration," he said. Igor Petković (SD), whose question was what happened to Komnenović's previously publicly announced position that JP Morsko dobro should be abolished and management of the coast should be returned to coastal municipalities, Komnenović said that "nothing has changed here, because I still believe that Morsko dobro in this form cannot survive because it does not correspond to current needs".
The opposition's criticism was also rejected by the president of the SO Miljan Marković (Nova), pointing out that when the current government took over the management of the city in October 2020, it found an empty coffers, debts of 3,5 million left to them by the DPS and its allies, and that in the meantime , without any sale of municipal property, returned all debts and reached the current surplus of 27 million euros in the budget.
"Layoffs were then part of the necessary restorative measures and savings to recover the financial city. In the meantime, the situation stabilized, the workload of the Municipality increased and it was necessary to hire additional workers. We are still dealing with various queues and obstacles left by the DPS and his satellites with which he ruled for 30 years and for a long time we will mention you in a negative context because of that," Marković told the opposition.
The opposition reminded that the DPS and its former partners have not been in power in Crbna Gora for almost four years, but that the new ruling group has not changed anything in the meantime from the laws from that era, which the Municipality of Tivat still complains about, that they tie its hands, centralize decision-making in the state and do not allow cities to properly manage their property or space.
"It is inadmissible that the Cadastre Administration does not provide data on the work of the cadastre to the municipality or that the Morsko dobro does not do this when it comes to the situation in the coastal zone of Tivat," Nikčević said, while Belan said that the requested data from the Morsko dobro "does not exist, cannot be because you abolished it, as you promised to do in 2020."
"Before that, 'our' Morsko zlo, as you called it, regularly submitted the requested data to the Municipality, and now this 'your' Morsko dolo is not delivering anything you ask of it, nor that it invests in Tivat", pointed out Belan, warning that the Municipality Tivat has major problems with the way it manages its space and how it is used, and warned that the city will soon have to buy land from citizens in order to have the opportunity to build numerous missing public facilities and infrastructure.
This was agreed by Brinić (KL) and Komnenović, who announced that the city will ask the government to cede real estate on the former Montepranzo farm worth more than the 10 million euros that the state-owned company now owes to the municipality for real estate tax.
"It looks like in the future, like the Japanese, we in Tivat will have to start the first lesson with the sentence - Tivat is a municipality poor in space and we have to act accordingly," concluded Komnenović.
Despite the fierce criticism of the opposition, which said that the reasons given for it "insult the intelligentsia", the Council of Ministers, with the majority of the ruling coalition's councilors, agreed to the decision to donate a special firefighting vehicle - a hydraulic platform of the SZS Tivat, to the Municipality of Kotor.
The leaders of the city claimed that the expensively paid second-hand vehicle that Tivat bought in 2019 was faulty and dangerous to use and that it was not worth investing several tens of thousands of euros in it for servicing because SZS Tivat has nowhere to keep it garaged, and sensitive hydraulics and electronics they fail on that vehicle because it is standing in the open.
The opposition retaliated by claiming that the people of Kotor had already serviced and restored the vehicle for much less money than the Municipality of Tivat claims that it must be invested, and that the hydraulic platform is now in good working order and that the Kotor firefighters recently used it successfully when extinguishing a large fire. fire at the Yisk shopping center in Radanovići.
