The proposal of the Europe Now Movement (PES) to omit from the agenda of today's Assembly session the initiative to dismiss the Speaker of the Parliament Andrije Mandić will be supported by the Democratic People's Party (DNP) and the Socialist People's Party (SNP). Whether Mandić's New Serbian Democracy (NSD) and Democratic Montenegro will do the same, "Vijesta" was not answered.
The opposition Bosniak Party and GP URA did not declare themselves, while the Democratic Party of Socialists (DPS) and the Social Democrats (SD) said they would not support the PES proposal.
In the explanation of the PES proposal addressed to the head of the parliament, the president of the parliamentary club Vasilije Carapić stated that the initiative to dismiss Mandić was wrong:
"And that the consideration of this item on the agenda would give the incorrect impression that we are in an atmosphere of instability, which is certainly not the case, since this convocation of the Assembly delivers historic results, and that individual proponents of this initiative are the ones who want to cause instability, which until now shown at every step".
The opposition DPS initiated the replacement of the head of the parliament. If the proposal is on the agenda and if it is voted on, Mandić's dismissal requires the support of the majority of the total number of deputies present. So far, there is no such majority.
Đukić: The opposition has the right to initiate and profit politically
Political analyst Stefan Djukic he told "Vijesti" that the initiative of PES is not good:
"Understanding everything that the membership of PES as well as their sympathizers say about that case - that it is clear that the initiative will not pass, that it will probably be a training ground for showing intolerance through nationalist messages, and also understanding that they want more optimized work of the Assembly - their initiative is not good ".
Đukić assessed that the opposition has the right to make demands, to launch initiatives in accordance with its possibilities and to try to profit politically.
"After all, almost all the levers of power are in the hands of the authorities, so they can direct the discussion the way they want, without prolonging it if they consider it pointless".
The opposition DPS stated as reasons for Mandić's dismissal that there are several reasons why Mandić is unworthy of office. It is the first, as the head of the DPS club said earlier Andrija Nikolić, which Mandić, never provided evidence that he was in legal possession of Montenegrin citizenship.
He assessed that Mandić's frivolous attitude significantly contributed to the compromise of the state he represents, even when he was a guest at the election headquarters of his partners (SNS in Serbia) "because that's how he puts himself on the side of a part of the citizens".
"It's a diplomatic incident and he made a judgment about citizens in Serbia".
Nikolić also stated that Mandić "introduced the flag of another country into the Assembly", which, as he says, compromised all the citizens of Montenegro.
DOG: They would send a strong message
In the explanation of the proposal, Čarapić stated that there is a double standard when submitting an initiative for the dismissal of Mandić. This, as he stated, is evidenced by the fact that, contrary to the current situation, the very parties that submitted the proposal for the dismissal of Andrija Mandić, on February 7, 2022, dismissed him from the position of the President of the Assembly. Aleks Bečić, referring then to great social, political and social divisions, the stopped EU path and regression in the field of the rule of law.
"The entire public in Montenegro is aware that today we have never less social, political and social divisions, never more tangible EU integration and an accelerated path to the EU, as well as great progress in the field of the rule of law, which was also proven by the election of the VDT in January this year, and all this has been recognized by all our European partners and international organizations," reads the proposal signed by Čarapić.
In the explanation, it is stated that the fact that individual proponents of this initiative have given up on social reconciliation and EU integration does not mean that all MPs have given up on it, so removing this item from the agenda would send a strong message: "And that is that in the Assembly of Montenegro Above, however, there is a majority that does not want us to return to ideological issues that divide the people, that does not want us to return to the time when, due to the lack of reforms, the balance clause was introduced to Montenegro in the context of our EU integrations, and that we do not want to subordinate the rule of law mafia and horrors from the Sky application", stated Čarapić.
In the explanation, he states that the sole intention of the parliamentary majority is the affirmation of political stability that leads to concrete results, for which, in addition to the ruling majority, the opposition is also responsible for the fact that it has undoubtedly shown its commitment to the European path.
"Therefore, by removing this item from the agenda, we would also show an increased degree of maturity because we are protecting the public space from the incendiary discourse that was noticeable at the last session, and we would also show that we are focused on a specific matter that is of vital importance for the citizens of Montenegro, and they would also leave room for building new partnerships that can only strengthen our country", says Čarapić.
Vuković Kuč: He will be replaced sometime
MP of DPS Aleksandra Vuković Kuč yesterday she said that President Mandić will definitely be removed from that position, stating that it remains to be seen whether it will happen next week or in the next week.
Vuković Kuč assessed for the MINA agency that the PES proposal to remove the initiative for the dismissal of Mandić from the agenda of tomorrow's Assembly session shows its weak and wavering policy.
She pointed out that Mandić, even if he wants to, cannot escape from the discussion, because that item will be part of the agenda of the next session when the opposition nominates it as its item, because the passage of the opposition's proposal is guaranteed by the Rules of Procedure.
International Secretary of SD Miloš Djurickovic yesterday he said that with this act PES is trying to avoid its basic duty - to explain before the deputies and citizens the deviation from the policy on which they won the trust of a part of the citizens.
