Jasna Dokić was elected vice-president of the Municipality of Budva. All 17 councilors of the disunited DF, SNP councilor and independent councilor Mladen Kažanegra voted for her election.

Against was the opposition from the ranks of Democrats, URA and SDP.

With this, the Municipal Assembly fulfilled one of the three conditions for not introducing forced administration.

Praising her education, that she was the best student, that she is the mother of three children and that she meets all the professional requirements to be the vice-president of the Municipality, the Democrat councilor Dragana Kažanegra Stanišić said that she did not understand why Jasna Dokić was not elected for a full four months after she was nominated. "What interests me is the speculation that in the previous period you were a member of the DPS and head of the cabinet of the then Vice President Svetozar Marović. If that is not true, let it serve to honor those who brought it up," she said.

According to her, the councilors should have demanded the resignation of Milo Božović and the election of Dokić as president.

"They will vote you out, but that is not the solution. Forced administration will be introduced, that answers Mandić, because he just wants to take the political weight off his neck because the government is being reconstructed," she emphasized.

Bojana Pićan (NSD) stated that last year she praised the work of Dokić, not the head of Budva's water supply and sewerage system.

"From the beginning, I said that I support every proposal of Milo Božović, who approves the president of the party, Andrija Mandić," she emphasized.

Ivan Ivanović (URA) said that as far as education is concerned, Dokić deserves to be not only the vice-president but also the president of the Municipality.

However, as he added, education does not mean that someone can lead, and he said that she broke the law while managing the Waterworks.

"We are all aware of how much political work has been done during your mandate in Vodovod. You have overcrowded Vodovod with people who have nothing to do. There are big debts, the infrastructure is bad, you didn't do anything while you were in charge of the Waterworks. Therefore, I am asking if you can perform the function of vice president, when you did not manage the Waterworks well.

Krsto Radović (Democrats) emphasized that it is a matter of great fear within the DF's quarreling currents of the election, and not some kind of love for Milo Božović.

"You, Mrs. Dokić, are just a measure of compromise, so that there is no choice. I would like to warn you that when Bato Tsarević was there, he was like a god, everyone swore by him. When he left, the team forgot about him. Then Milo Božović came and the same team shouted godfather Milo. Now it's your turn, now you will be patted on the back, but all those small and large interests must be respected. You have to understand that the group that you represent, that the citizen has never been deceived in Montenegro as in October 2022. And one thing has not been fulfilled here, which has been neglected. And now we should expect that you, as the vice-president, will unify and create a harmonious relationship," said Radović.

Radović told Dokić to call all the construction companies through the call center and apologize to them for the frauds that this government has perpetrated.

"This city has experienced a moral decline. That's why now through the same call center through which you called to vote for you, call people and apologize. What will you do about establishing a company for public city transport? It is very important who will be the team that will work with you", he emphasized.

Petar Odžić (SDP) assessed that the election of Dokić was an escape from the election, which is the goal of the parliamentary majority.

"Whoever is a candidate for the vice-president of the Municipality today, he would pass. I don't know why Sveto Marović is mentioned, when he publicly supported the DF list. As far as Sveta Marović is concerned, I would not impute, because there are many people closer to Marović than her in the current companies and tenders, including Jasna Dokić. It's clear to the citizens, you haven't come to meetings for a year, and now you're saying how you're going to support everything that Milo Božović and Aminje Mandić propose," he said.

The president of the SO Nikola Jovanović emphasized that they came to this position because they had not been able to do it since November.

"I would like to thank Milo Božović, who accepted our proposal and proposed Jasna Dokić as vice-president, so that the laška would function smoothly. It is important to see how the councilors of "Budva in the first place - Milo Božović" will express themselves, who did not come to the sessions, postponed the sessions, but here we are, looking each other in the eye. Let's see if what we hear is that you will actually vote," said Jovanović.

Jasna Dokić said that she accepted the candidacy at the suggestion of Božović. She stated that she will work according to the law and transparently, and that her team will be made up of people who work in the Municipality. She stated that she worked in the cabinet of the then president of the Social Security Administration, when Marović was in charge, and that she got out of that story on her own, and that she then waited for the DPS to be arrested.

"If I had worked illegally, I would never have accepted the candidacy," she said.

Independent councilor Mladen Kažanegra recalled that he was accused of treason last summer, when he and three DF councilors demanded that the vice president of the Municipality be elected.

Željko Franeta (Democrats) said that he is not lucky when he sees how the parliament works.

"This is the worst possible scenario that could happen to the parliament. This is a marriage in the interests of the conflicting parties," he said.

Fabris was elected as the secretary of SO Budva

After a two-hour heated debate at the session of the Budva Municipal Assembly, Berislav Fabris was elected by a majority of votes as the secretary of that local parliament.

Six councilors of the current party, led by the president of that parliament, Nikola Jovanović, voted for his election, while ten councilors of the former DF abstained. Democrats, SDP, URA, SNP and independent councilor Mladen Kažanegra also voted for his election.

In the continuation of the session, after part of the opposition left the assembly hall, it became obvious to the public that within the 17 councilors of the coalition "Budva first - Milo Božović" there are clearly two currents - one of the 11 councilors who supports Nikola Kralj as president of the club of councilors and the other , six of them together with Nikola Jovanović, who believe that it is Marijana Božović.

The continuation of the session looked more like an intra-party fight among the councilors of the disunited Božović coalition, during which they confessed to each other that they had "betrayed" the detained President of the Municipality, violated party rules, that someone had stolen, rigged the tender....

The rift between the two currents was fueled by Democrat leader Krsto Radović, who asked Jovanovic to explain who is the president of the committee club here - Marijana Božović or Nikola Kralj.

"Jovanović, you said that you do not recognize that decision. It is important with whom we discuss", said Radović and added:

"When you got 18 councilors in the elections, I thought they would rule for eight years. Now you've had a fight. I thought that not even King Alexander could unite them to raise them from the grave. But we can see that councilors Bojana Pićan and Andrija Mandić reconciled them with a skillful maneuver and that many of them reluctantly came today. The management of this city has completely failed, and elections are the only solution," said Radović.

The President of the Municipal Assembly Nikola Jovanović emphasized that he respects the decision of the list holder and that he supports Božović to be the president of the club of councilors.

"Milo Božović said that he does not accept the dismissal of Marijana Božović," said Jovanović.

He warned that, if the sessions are not held, forced administration will be introduced.

"We will not allow the introduction of forced administration. We have the courage to shorten the mandate, regardless of the agreement of someone in the government. We know how to read all the steps because they were taught to us. Students will never outgrow the teacher. I'm sorry, we have no problem replacing this regime, as we fought for 30 years against the DPS. We have no problem replacing this government. This government thinks it is behaving like Duško Marković's government, Dukaj like Suzana Pribilović. We will welcome everyone again, including the Administrative Inspection and SAJ and the special forces, I challenge them to try to install a board of trustees. I can not wait. "If anyone thinks that someone will solve everything in Budva in 15 minutes, as Duško Marković did in 2020, I challenge them to try," he said.

Marijana Božović said that Milo Božović was deprived of his freedom and the right to fight, but he will not allow his decisions to be disrespected.

"As long as we are here, Milo Božović will be heard. As long as I am here, I will respect Milo Božović's decisions," said Božović.

Radović said that the people would come and drive them out with sticks.

"Shame on you, you are going to block the Municipality. Everything we fought for, you relativized: You are going to block someone," said Radović.

Independent councilor Mladen Kaženegra said that Milo Božović did not win by himself, but team work.

"I don't think it's fair to attribute this victory to him alone. I was the first to rebel, when Božović ended up in custody, I asked for a meeting, to immediately elect the vice president of the Municipality. Then they accused me of being against Milo Božović. I asked a hundred times at meetings that the president of the Municipality should be elected. I play football, when we win, the coach tells the players that they won together," he said.

Filip Vujović (NSD) emphasized that as far as the appointment of the new president of the club of councilors is concerned, it is nothing terrible and that it is a product of democracy.

"When we elected Božović, you remember, we were in the cabinet and there was no quorum, so I think there is no need to attach so much importance to it. Kralj was chosen by ten councilors and democratically adopted at the party's official body," Vujović pointed out.

Bojana Pićan from NSD asked Fabris if he thinks that Kralj is the president of the aldermen's club, because ten aldermen voted for him, and that the democratic decision should be respected.

Fabris replied that the president of the club of councilors informs the president of the Municipal Assembly about the changes.

"I don't know if Božović submitted such a request. "I am surprised that none of your councilors came to the parliamentary office to consult," he said.

After that, she said that the councilors of the majority of the former DF will be neutral regarding the election.

Nikola Kralj (NSD) said that they have an extremely good opinion of Fabris.

"We do not ask him to participate in our party relations. Instead, we asked for an expert opinion," he said.

The king asked that no one need protect Milo Božović from them.

"I would like to end the story that we are harming him, because it is untrue. You can't prove that we are doing anything against him, nor have we done it with a single move. He has our absolute support. We don't need to turn our heads away from each other tomorrow. Nobody thinks badly of Milo Božović. I think that it is necessary to sit down and discuss and make decisions in the interest of the citizens", emphasized Kralj.

Dragana Stanišić Kažanegra said that, unfortunately, Fabris is the "sacrificial lamb" of the political conflict and that he is not the only one.

"I'm sorry you're suffering the damage of the political conflict. This is also the case with certain secretaries, who are now no longer eligible," she said.

Ivan Ivanović (URA) stated that the election of Fabris unfairly became the subject of a political war within the former DF.

Petar Odžić (SDP) said that there is an abuse of the councilor position, that Fabris is being asked to make a statement on an internal political issue.

"We should be ashamed of the citizens of Budva, we created a general circus. We have a politically immature parliamentary convocation. Let's get serious about some things that are not political issues. You see what this has led us to," Odžić said.

Members of the opposition Democratic Party of Socialists (DPS) left today's continuation of the session of the local parliament in Budva, accusing the President of the Municipal Assembly, Nikola Jovanović, of holding the session in violation of the law.

"First of all, let's state that this is not a session of the Assembly today, this is some sort of door to a political meeting that should provide cover for breaking the law. According to all legal frameworks, which you as the President of the Assembly and as a long-time lawyer know very well, this session that we started in the fall 2023, it had to be completed within three months, and according to the law, it was completed on February 23, 2023. The legal violence we are witnessing today in Budva was apparently instructed on the basis of the political agreement made by Mandić and Spajić. This here today it seems that the lawlessness that we have witnessed these days at the sessions of the Government of Montenegro is also being transferred to the local level. you would not face the electoral will of the citizens. In any case, the club of councilors of the DPS will, regardless of the outcome of this session, file lawsuits with the Administrative Court and initiate the nullity of today's decisions", said DPS councilor Ivana Lazović and added:

"We remind you that a few days ago we submitted an initiative to shorten the mandate of this assembly, which was signed by over 340 citizens and that within the legal deadline it must be scheduled for 3 to 7 days, which we expect you to do in accordance with the law. reasons, we will not participate in the work of this so-called assembly today", she pointed out.
