As a result of the expulsion in October 2022 of all employees of the consular department of the embassy, the Russian-speaking community, which has grown rapidly (from approximately five to 30 thousand people), is faced with the problem of the impossibility of obtaining consular services provided for by the legislation of Russia, the Russian ambassador to Montenegro, Vladislav Maslenikov.
"Unacceptable waiting time in the queue for an appointment (sometimes people cannot register for several months), lack of specialized officers who speak the Serbian language and the full scope of consular knowledge have led to limitations of the functions provided by the consular department," said Maslenikov.
It was announced from Prava Montenegro that the president of that party, Marko Milačić, met with Maslenikov.
The announcement states that on this occasion, Milačić also asked for his personal condolences regarding the recent terrorist attack in Moscow, and congratulated Vladimir Putin on his election victory in the presidential elections in Russia.
Prava Montenegro stated that "Milačić expressed surprise at the data presented by Maslenikov, especially bearing in mind that while the embassy of the Russian Federation in Montenegro deals with diplomatic support to its own citizens and helps Montenegrin institutions in obtaining official information from the Russian Federation, until then numerous Western embassies work with graduate staff, which is measured by dozens and hundreds of diplomatic officers, while the number of citizens of their countries in Montenegro is negligible, so their only job is to deal with the state policy of Montenegro and the affairs of the executive power, since there is no other reasonable explanation why someone disproportionate logistics, buildings, technology, legal and diplomatic protection as well as diplomatic infrastructure are needed, which is reflected in hundreds of diplomatic officers, and other embassies do not even have the basic conditions for dealing with the diplomatic mission and the service of their own citizens living in Montenegro, which is and the basic interest of Montenegro itself".
"The participants of the meeting expressed their common concern that such a frivolous attitude towards the citizens of the Russian Federation and the Russian Federation itself leads to complex economic, political and security positions for Montenegro, because the regulation of such an important community whose main life activities are located in Montenegro is called into question basic human rights and freedoms. Such behavior of Montenegrin institutions represents pressure on about 30.000 citizens of the Russian Federation to seek the resolution of their status rights in alternative ways that can heavily burden Montenegrin institutions and the economy, such as asylum and the like, and which is extremely financially and administratively burdensome Instead of going along a stable financial highway, someone in Montenegro is creating artificial holes and craters that will lead to serious investments bypassing us as a stable destination more and more, because capital owners are more interested in the state's relationship with capital itself and how exactly they are than in state politics. past other investors who came to Montenegro, regardless of their nation, religion, citizenship or skin color," the announcement reads.
Prava said that Milacic expressed his interest "that this concern reaches the broadest public and decision-makers in Montenegro, so that the normal work of the embassy of the Russian Federation, in accordance with diplomatic conventions and good diplomatic practice, occurs before serious consequences."
"Special emphasis was placed on suppressing anti-Russian propaganda and disinformation, as well as strengthening bilateral cooperation," the announcement concludes.
