The management staff in the Municipality of Budva, in anticipation of the elections, received a new stimulus in the form of an increase in wages, which are almost a third higher.
Several employees in the local administration told the "News" that the salaries of sector managers, services and secretariats were higher, but how much the salaries were increased, from the Municipality of Budva, i.e. the cabinet of the detained President of the Municipality Milo Božović, they did not specify.
Božović made the decision to increase salaries, and his deputy, the vice-president of the Municipality, signed it. Jasna Dokić.
From Božović's cabinet, "Vijesti" was told that the decision to amend and correct the Decision on the salaries of local civil servants and state employees from April 1 of this year was made by the President of the Municipality and signed by the Vice-President.
"As the decision is titled, changes and corrections to the previous decision were made in it, in such a way that supplements to the basic salary of officials who have special working conditions, difficulty and nature of work, and who perform inspection work in the Local Revenue Administration and the Secretariat for the economy with additions of officers in the Municipal Police and Inspection and Protection and Rescue Service. All of the above is in accordance with Article 17 of the Law on Salaries of Employees in the Public Sector, which prescribes an allowance for the performance of work in certain workplaces," Božović's cabinet wrote in the reply.
Also, as they emphasized, a correction was made from the previous decision, regarding the decisively stated paragraphs in Article 4, which regulates supplements to the basic salary, during which a technical error occurred, which was corrected by this decision.
"In Article 4, paragraph 3 of the Decision on the amendment and correction of the Decision on salaries of local civil servants and state employees, in the category of expert-managerial staff (sector managers, heads or coordinators of services, departments...), a correction and adjustment of the supplement to the basic salary with additions from the same title category of the former Secretariat for Economy and Finance, and the name of the authority as such has been deleted", explained the Municipality.
For this year, the municipality has planned to pay out as much as 9,5 million euros from the city coffers, which is three times more than a decade earlier.
The budget for this year is projected at 59,8 million euros, of which the bulky city administration will cost the citizens as much as 9,5 million euros.
Thus, when it comes to expenses for gross earnings and contributions, they will amount to 8.516.526 euros, while other personal income will be 994 thousand euros. Other personal income includes compensation for councilors in the amount of 170 thousand euros, 16 thousand for severance pay, jubilee awards of 780 thousand, while the item "other compensation" amounts to XNUMX thousand euros.
For years, there has been talk about making local administration as efficient as possible and reducing the number of employees. The mouths of city leaders, especially those since 2016, when the Democratic Party of Socialists has not managed the city, have also been talking about rational spending, because Budva has been considered the local government with the highest earnings for more than a decade.
If you look back over a decade, from year to year the item on employee salaries grew, from three million euros in 2012 to 6,4 million euros in 2023. Thus, in 2021, six million euros and an additional 770 thousand were paid to employees euros on other personal income. Two years earlier, in 2019, 5,6 million euros were paid for wages, and an additional 729 thousand euros for other personal income.
Although the representatives of the current government often directed criticism, when they were in the opposition benches, at the expense of DPS while managing the city, precisely because of the million-dollar salary items, since 2016, when DPS lost the elections, the amounts for workers' salaries have grown rapidly from year after year.
Namely, in 2012, when the DPS-SDP coalition had absolute power in the city, "only" 3,1 million euros were allocated to the salaries of employees, and an additional 211 thousand euros for other personal incomes.
In the Municipality of Budva at the end of 2016, when there was a change of government, according to official data, there were 336 full-time employees, and dozens of those on contract.
However, at the end of 2023 in the Municipality, according to the data of the Ministry of Finance, which were submitted to the representative of the DPS Nikola Milović (holder of the electoral list of that party in the May elections) in total, in the Municipality and its companies, institutions and local media there were an incredible 1.686 permanent employees and 500 workers on a work contract.
According to those official data, which were recently published by the media, 495 people work in the Municipality itself, 331 in public institutions of the Municipality, while 850 people work in companies founded by the Municipality. This makes a total figure of 1.676 permanently employed. As many as 500 people work under the work contract, so the total number of employees is 2.176, which puts Budva in second place, after Podgorica in Montenegro, in terms of the number of employees on the list of citizens.
