Leković: The Administrative Court annulled the Decision of the Administrative Court by which Raičević was elected president of the Municipality of Bar

After almost two years, the Administrative Court accepted the lawsuit of the Club of Councilors Demokrata Bar and rendered a Judgment by which it annulled the Decision of the Bar Municipal Assembly (SO) No. 030-016/22-294 of July 8, 2022, by which Dušan Raičević was elected President of the Municipality of Bar before the end of the previous mandate and before the holding of local elections, announced today Momčilo Leković, member of Democratic Montenegro in the Municipal Assembly (SO) of Bar.

"We remind you that on July 8, 2022, the Municipal Assembly of Bar was the scene of the illegal and unconstitutional embodiment of a dictatorial regime of the worst kind. All our appeals, suggestions and pleas were in vain at that time for the current government not to adopt the decision in question and to elect its leader Dušan Raičević does not discredit in this illegal way, by force to the shame of the majority of votes. The decision was nevertheless made," said Leković in the announcement.

He added that on July 8, just before the end of the councilor's four-year mandate, a kind of attack on the foundations of democracy was carried out, which, as Leković said, ultimately illegally enabled another four-year mandate for the representative of the Democratic Party of Socialists (DPS), Dušan Raičević, who is, as the Democrat councilor claims, after the session on July 8, 2022, he had unlimited executive power in his hands, while the Bar Municipal Assembly has become a body that no longer has either legitimacy or function, which, according to Leković, was apparently the intention of the ruling of the majority at the Bar.

"Now, after everything, the question arises whether Raičević, who was re-elected as president by a narrow majority after the local elections in October 2022, is at all a legitimate president, given the conclusion of the case and the fact that he accepted and initiated being illegally elected for the president? I repeat, if Raičević had accepted our well-intentioned suggestions and requests, this question would not even be raised today," concluded Leković.
